About this opportunity

The Naval Supply Weapons Systems Support (NAVSUP WSS) Nuclear Supply Chain Management Directorate has issued a Request for Information (RFI) to conduct market research for gasket procurement supporting the Naval Nuclear Propulsion Program. This Special Notice, published by the Department of the Navy Naval Supply Systems Command, seeks to identify small business concerns interested in a potential Blanket Purchase Agreement (BPA) for nuclear reactor gaskets classified under Federal Supply Codes 5330 and 5331. The NAVSUP WSS Nuclear Directorate is responsible for provisioning, procurement, and quality assurance of all components within the Navy's nuclear propulsion plants. This opportunity is set aside exclusively for small businesses and represents the agency's effort to identify qualified suppliers for critical nuclear reactor components. The RFI serves as a preliminary step in the procurement process for gasket products essential to naval nuclear operations.

The primary purpose of this RFI is to identify potential small business suppliers capable of providing high-quality gaskets for repetitive purchases under $250,000 through simplified acquisition procedures. Interested companies must submit a white paper in Microsoft Word format by September 4, 2025, at 5:00 PM EDT, with submissions limited to 25 pages and under 5MB in file size. Eligible participants must be small business concerns, with preference given to various small business categories including veteran-owned and HUBZone businesses. The white paper should include administrative company information, contact details, business classification, and examples of recent relevant past performance in supplying gaskets with similar complexity and contract requirements. Responses must be emailed to the designated contracting officer, Haylea Winand, and should demonstrate the company's capability to support the Naval Nuclear Propulsion Program's stringent quality and reliability standards. The agency emphasizes that this RFI is purely a market research tool and does not guarantee future procurement opportunities.
