About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is soliciting quotations for a Gas Chromatography with Mass Spectrometry (GCMS) System through a commercial procurement using Simplified Acquisition Procedures (FAR Part 13). The GCMS system will be used by the Aerospace Fuels Laboratory at Cape Canaveral Space Force Station to analyze unknown trace contaminants and Fatty Acid Methyl Ester (FAME) content in fuels. The solicitation includes two contract line items: one GCMS system unit with required accessories (CLIN 0001) and one training session (CLIN 0002), with delivery required within 90 calendar days after receipt of order. Award will be made to the responsible offeror submitting the lowest price technically acceptable quotation, provided the price is determined to be fair and reasonable and the proposal conforms to all requirements and minimum specifications outlined in the Statement of Work. The deadline for submitting questions is March 24, 2026 at 1:00 PM EST, while quotations must be submitted electronically by April 1, 2026 at 1:00 PM EST.

This is a full and open competition procurement with no set-aside designation, available to all eligible contractors under NAICS 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. There is no incumbent contractor; this represents a brand new contract with no previous contract history. The solicitation does not specify an award value or budget range, requiring offerors to propose pricing in whole dollars with all costs including shipping, insurance, on-site installation, validation, training, and a one-year warranty included in their firm fixed price quotation. The system must be delivered to Cape Canaveral Space Force Station in Florida (DoDAAC FP2078, Building 54800, 15251 Scrub Jay St, Cape Canaveral, FL 32920) with on-site installation, validation, and training for up to three personnel required. Offerors must be registered in the System for Award Management (SAM) database, clearly identify whether they are authorized resellers, and demonstrate they directly employ qualified staff to install, provide training, and troubleshoot the equipment.
