This is a Statement of Work (SOW) for the procurement of a Gas Chromatography with Mass Spectrometry (GCMS) System by the Aerospace Fuels Laboratory at Cape Canaveral Space Force Station.

The GCMS system must meet specific minimum technical requirements including: gas chromatography configuration for liquid sample analysis with capillary columns; an oven capable of ramping at 35°C/min or higher up to 200°C with a maximum operating temperature of at least 430°C; split/splitless inlet with electronic pressure control; autosampler holding at least 16 samples; support for both helium and hydrogen carrier gases with necessary sensors, safety shutdowns, and accessories; 120V single phase, 60 Hz electrical configuration; single quadrupole mass spectrometer with electron ionization; capability to acquire both single-ion and scan mass spectra simultaneously; all necessary vacuum pumps; and a computer with monitor, keyboard, and mouse including control software and NIST mass spectral libraries with search capabilities.

The contractor shall deliver the ordered system within 12 weeks after contract award to DoDAAC FP2078, care of Geoffrey Giarmo at Building 54800, 15251 Scrub Jay St, Cape Canaveral SFS, FL 32920. The contract includes on-site installation and validation to meet manufacturer specifications, on-site training and familiarization for up to three people for at least one day, and a one-year warranty. Vendors must demonstrate they directly employ qualified staff to install, provide training, and troubleshoot the systems. All shipping costs and insurance are included in the contractor's proposal. Vehicles larger than a large pick-up truck delivering to the installation must be inspected by the Cape Canaveral Space Force Station Commercial Vehicle Delivery Gate at 1068 FL-401, Cape Canaveral, FL 32920, unless exempted, with additional random antiterrorism measure inspections possible at installation entry control points.

Statement of Work

For

Gas Chromatography with Mass Spectrometry (GCMS) System

I. Background:

The Aerospace Fuels Laboratory at Cape Canaveral Space Force Station has a requirement for a GC/MS system. This requirement supports the analysis of unknown trace contaminants and Fatty Acid Methyl Ester (FAME) content in fuels.

II. Minimum Technical Requirements:

At a minimum, the GCMS system shall:

a. Be a gas chromatography system configured for analysis of liquid samples

b. Shall be configured for capillary columns

c. Include an oven capable of ramping at 35 °C/min or higher up to 200 °C, with a maximum operating temperature of at least 430 °C.

d. Include split/splitless inlet with electronic pressure control

e. Include an autosampler capable of holding at least 16 samples.

f. The system shall support both helium and hydrogen carrier gas, and shall include:

i. All necessary sensors and safety shutdowns for use with hydrogen carrier.

ii. A carrier gas filter kit for use with helium.

iii. Any accessories necessary for operation with hydrogen carrier gas

At time of installation the system will be using helium carrier gas.

g. Be configured for standard 120V single phase, 60 Hz electricity

h. Include a single quadrupole mass spectrometer configured for electron ionization

i. Shall be capable of acquiring both single-ion and scan mass spectra simultaneously

j. Include all necessary vacuum pumps for operation of the mass spectrometer

k. Include e a computer for controlling the system.

i. The computer shall include a monitor, keyboard, and mouse to ensure compatibility amongst all components

ii. The computer shall include all necessary control software and licenses to operate the system.

1. The software shall include NIST mass spectral libraries and the ability to search for matches to instrument data.

III. Training:

Shall include on-site training and familiarization with instrumentation and control software of at least 1 day for up to 3 people.

IV. Installation:

Shall include on-site installation and validation to meet manufacturer’s specifications at Cape Canaveral Space Force Station. Due to the technical nature of the requested product, vendors shall demonstrate they directly employ staff qualified to install, provide training, and troubleshoot the gas chromatograph and mass spectrometer systems.

V. Delivery:

VI. Lead Time:

The contractor shall deliver ordered systems 12 weeks after contract award.

VII. Warranty:

System shall include a one (1) year warranty.

VIII. Delivery Procedures – Commercial Vehicles:

a. The company shall properly ship the system to the Aerospace Fuels Laboratory at

Cape Canaveral Space Force Station. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.

b. All vehicles larger than a large pick-up truck are required to be inspected by the Cape Canaveral Space Force Station Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at 1068 FL-401, Cape Canaveral, FL, 32920.

c. The following are exemptions to vehicles utilizing the CVDG:

d. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
