About this opportunity
The Naval Sea Systems Command seeks gas chromatography-mass spectrometry equipment and related services for delivery by October 19, 2026, with quotes due September 4. This procurement is set aside as total small business and is justified as a brand-name acquisition under FAR 13.106-1(b)(ii) for Agilent Technologies equipment to replace an obsolete 6890N/5973 system.
Place of performance is Seal Beach, California (NAVSUP Fleet Logistics Center, San Diego Detachment). The procurement comprises seven line items on a firm fixed price basis: Agilent 7000E Triple Quadrupole GC/MS EI Bundle with installation and one-year software support, MassHunter Workstation for GCMS Systems, NIST MS Library Bundle, Agilent 8890 GC System Custom, 7693A Autoinjector with accessories, 7693 Tray for 150 vials, and Method and Application Consulting services for up to four on-site participants. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6640, Laboratory Equipment and Supplies.
Offerors must be Original Equipment Manufacturers, authorized dealers, authorized distributors, or authorized resellers and must provide proof of authorization. Quotes must be all-or-none submissions for all seven line items; partial quotes are deemed unresponsive. Evaluation is Lowest Price Technically Acceptable (LPTA). The government justifies brand-name procurement on compatibility requirements with existing systems; alternative equipment would incur approximately 24 months of delay and $700,000 to $1 million in labor costs for method development, testing, and training, and would render historical testing data incompatible, preventing analysis critical to Navy nuclear weapons stockpile safety and ordnance compliance. Responses must be submitted electronically in PDF or MS Word format to the email address in the posting.
Notice text
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is an all-or-none requirement and partial quotes will be deemed unresponsive and will not be evaluated. The Government will award on a single purchase order to the responsible Offeror whose offer conforms to the requirements as stated in the Solicitation and is most advantageous to the Government based on the criteria listed in section L and section M of the Solicitation.
Offerors must be registered in SAM and all responsible sources may submit a quotation which, if timely received, will be considered by the Agency. Quotes are due no later than the response date in the posting. Responses/offers shall be submitted electronically, PDF or MS Word Format to the email address in the posting.
