About this file
This is a Brand Name/Sole Source Justification form for a federal procurement under SAM (Single Award or Multiple Award). The Weapons Surveillance Testing Laboratory (WSTL) at Corona Division is seeking to procure integrated analytical instrumentation from Agilent Technologies to replace an obsolete Gas Chromatograph 6890N and Mass Spectrometer 5973 system that is no longer serviced or supported by the manufacturer.
The procurement includes seven line items totaling approximately $1 EA each: the Agilent 7000E Triple Quadrupole GC/MS EI Bundle (G7010CA), MassHunter Workstation software (M5890AA), NIST MS Library Bundle (G1033C), Agilent 8890 GC System Custom (G3540A), 7693A Autoinjector (G4513A), 7693 Tray with 150-vial capacity (G4514A), and Method and Application Consulting services for up to four participants (H2149A). The justification cites FAR 13.106-1(b)(ii) for procurement of a particular brand-name item. The government requires items compatible in all aspects (form, fit, and function) with existing systems. The contracting officer emphasizes that alternative equipment would result in approximately 24 months of delay and $700K-$1M in labor costs for method development, testing, and training. Historical data from previous testing would be incompatible with alternative systems, preventing analysis critical to ensuring Navy nuclear weapons stockpile safety and ordnance component compliance. The Corona Division certifies no plans exist to compete future requirements for this type of equipment unless another viable source emerges. Customer certification is dated July 16, 2026, with contracting officer approval dated July 30, 2026.

3. Rationale Justifying Use of Cited Regulatory Authority.
a.) The Items Described in Paragraph 1 Must Be Compatible In All Aspects (Form, Fit And Function) With Existing Systems Presently Installed.
b.) A Patent, Copyright, or Proprietary Data Limits Competition.
c.) The Items Described in Paragraph 1 are “Direct Replacements” Parts/Components for Existing Equipment.
The current Gas Chromatogram 6890N and Mass Spectrometer 5973 are no longer serviced nor supported by Agilent, thus equipment failure will occur without the proper preventative maintenance. The items described in paragraph 1 are configured by Agilent as a bundle to execute a complete platform replacement as gas chromatography and mass spectrometry units operate as a single interdependent system.

If this item is not procured, Weapons Surveillance Testing Laboratory (WSTL) capability will be severely impacted, and could lead to operational inefficiencies, increased cost, safety concerns, and compromise quality. Investing in a new equipment is essential for maintaining high standards of service and operational reliability.
The Agilent 8890 GC incorporates an upgraded microchannel electronic pneumatics control system for better baseline and peak repeatability as opposed to the current 6890N GC.
The Agilent 7000E MS utilizes a triple quadrupole mass analyzer which has a greater selectivity as opposed to the single quadrupole in the current 5973 MS.
Reasons for Selection
1. Trace-Level Selectivity: The 7000E features modern high-efficiency ion sources that optimize ion sources and transmission. It offers an Instrument Detection Limit of 4 femtograms or less and meets ultra-low detection limits.
2. Smart Diagnostics and Reduced Maintenance: The MassHunter Workstation features GC Assist/Intelligent Software and operates the automated hardware like the JetClean self-cleaning ion source. Advanced diagnostics automatically run autonomous leak checks and alerts before a failure occurs.
3. Improved Reliability/Safety: The current GCMS system has experienced multiple pump failures which compromises safety and operational efficiency. This new system features autonomous built-in smart diagnostics and Early Maintenance Feedback. Furthermore, the 7693A Autoinjector eliminates manual variability, minimizes worker exposure to toxic chemicals, and slashes solvent and waste expenses.
4. Cost-Effectiveness: While the initial investment may be high, the long-term savings from reduced maintenance, improved efficiency, and enhanced electron ionization capabilities justify the expenditure. The system's reliability will lead to lower operational costs over time.
The new system features a programmable Sleep/Wake mode that reduces power and gas consumption during extended inactivity.
5. Support and Training: Agilent provides comprehensive training and support for the GCMS systems, ensuring that our staff can operate the new equipment effectively. This support is critical for maximizing the benefits of the new technology.
Conclusion: Upgrading to the items in paragraph 1 provides superior baseline repeatability, unmatched trace-level selectivity, and increased reliability compared to the current system.
Driven by smart diagnostics, autonomous leak checks, and automated maintenance and operation, this setup reduces operational costs, minimizes chemical exposure, and ensures long-term efficiency. If another brand of equipment is used, if any were to be found or built, the project will be greatly impacted. After researching, procuring the equipment, performing method development and reviews and proper training, it is estimated that the delay would be approximately 24 months. The cost of man hours for the work needed to get the project to normal operation using different equipment is estimated to be $700K-$1M. Additionally, historical data will not be able to be read and analyzed, the project would be terminated at the Seal Beach location until the new equipment was implemented and tested with all new data. All previous data would not be able to interface with the new system. The data collected is used as part of the effort to ensure that NAVY nuclear weapons in the nation’s stockpile remain safe and continue to meet their military requirements. The equipment is used to conduct chemical tests and evaluations on NAVY ordnance components from system deployment through system retirement. The inability to test will impact the ability of Seal Beach to provide the NAVY relevant data to ensure NAVY ordnance components meet safety and performance requirements.
