About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston is seeking cable television and commercial internet services for the United States Army Garrison at Fort Knox, Kentucky. The pre-solicitation notice is a Sources Sought Notice designed to determine small business interest in providing non-personal services for network connectivity across 12 garrison locations. Interested small businesses from all socioeconomic categories (8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, Women-Owned) are encouraged to respond with detailed capabilities and experience. Responses must be submitted electronically to Wesley Dowell by June 11, 2025, at 10:00 AM ET, and should include comprehensive information about the firm's qualifications, previous similar work, and potential approach to the contract. The evaluation will focus on the company's ability to provide managed internet and Wi-Fi services with specific performance requirements, including 24/7 onsite coverage and guaranteed response times.

The procurement is structured as a potential small business set-aside, contingent upon receiving at least two qualified small business responses. The contract will be a firm-fixed-price agreement with a 12-month base period from September 30, 2025, to September 29, 2026, with options for two additional years. The NAICS code is 517112 with a size standard of 1,500 employees, and the anticipated services include providing 200 MBPS internet speeds, television connectivity, and comprehensive technical support. While no specific award value is mentioned, the government will require the contractor to provide services across multiple buildings with varying television box and internet requirements. Contractors must be prepared to meet strict performance standards, including 24-hour response times for most issues and 72-hour resolution for external line repairs, supporting both operational needs and quality of life for military personnel and their families.

This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.  This notice does not commit the U.S. Government to contract for any supply or service.  Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice.  The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the Simplified Acquisition Threshold (SAT). It does apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set asides regardless of the dollar value of the award.

Small business contractors awarded contracts above the SAT are required to comply with Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting when utilizing subcontractors. The penalty for non-compliance is the greater of (A) $500K or (B) the dollar amount expended, more than permitted levels.

See FAR 52.219-14 - Limitations on Subcontracting for Small Business.

All WOSB firms need to act in beta.certify.sba.gov in order to compete for WOSB Federal Contracting Program set-aside contracts.

5.  Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.
