About this opportunity
The United States Marine Corps, specifically the Regional Contracting Office at Marine Corps Installations-National Capital Region (MCI-NCR) located at Marine Corps Base Quantico, Virginia, published a Special Notice on April 30, 2026, announcing its intent to award a sole-source contract for Garmin Worldwide Standard PilotPak software subscriptions. This notice of intent is issued under statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, which permits sole-source contracting when only one responsible source can satisfy agency requirements. The procurement is classified under NAICS Code 541519 (Other Computer Related Services) and PSC Category 7A21 (IT and Telecom - Business Application Software). The Marine Corps has determined that Garmin Ltd., the original equipment manufacturer of the fielded avionics systems, is the sole source capable of fulfilling this requirement.
Marine Helicopter Squadron One (HMX-1) requires fourteen Garmin Worldwide Standard PilotPak software subscriptions to maintain critical aeronautical database updates for MV-22 flight operations and FAA regulatory compliance. These subscriptions provide routine updates for essential navigational data, flight charts, taxiway information, terrain mapping, and obstacle databases. While this is a sole-source procurement, the Marine Corps will accept capability statements or quotations from other responsible sources submitted by the May 8, 2026 deadline, though the government reserves the right to determine competitiveness at its sole discretion. The contract will be awarded to Garmin Ltd. (Cage Code 0TRC3), located at 1200 E 151st Street, Olathe, Kansas, based on strict hardware interoperability requirements and Garmin's exclusive possession of proprietary data rights and encryption capabilities necessary for native system integration. Interested parties should submit responses to Michael Thompson at the provided email address by the deadline.
