About this opportunity

The U.S. Army Corps of Engineers Portland District is conducting a market survey (Sources Sought Synopsis) to identify qualified dredging contractors capable of performing pipeline dredging operations in Garibaldi and Depoe Bay, Oregon. This is a pre-solicitation notice and does not constitute a commitment to issue a formal Request for Proposal or award a contract. Interested vendors must submit documentation including a point of contact, CAGE Code, Unique Entity ID number registered in the SAM system, small business status if applicable, and a detailed Statement of Capability demonstrating relevant experience with dredging projects. The purpose of this sources sought is to assess contractor availability, qualifications, socioeconomic status, and capabilities to inform future acquisition decisions for dredge maintenance work. Responses are due by March 4, 2026, and the government will use submitted information to guide procurement strategy development.

This opportunity carries no set-aside designation and involves approximately 80,000 cubic yards of dredging work, with the actual scope dependent on project needs and funding availability. The in-water work window extends from July 1, 2026, through March 15, 2027, providing an extended operational timeline for project execution. In-water material placement is not permitted at the Depoe Bay location, which represents a significant constraint for dredging operations. The notice does not specify an estimated award value or budget range, as this is a market research phase preceding formal solicitation. Contractors should note that NAICS code 237990 (Other Heavy and Civil Engineering Construction) applies to this procurement, and all interested parties must maintain current registration in the System for Award Management.
