About this opportunity

The United States Department of Agriculture Forest Service is seeking a contractor to conduct comprehensive fence replacement and reconstruction across multiple sites in the Manti La Sal National Forest near Moab and Monticello, Utah. The project involves removing and replacing multiple barbed wire, wooden post, and rail fences at various campgrounds and lake locations, with specific requirements for demolition and disposal of existing materials. Contractors must use limited heavy equipment such as skid-steers and compact tractors, and complete construction at each site before moving to the next location. The pre-solicitation notice indicates the full solicitation will be posted on SAM.gov around May 19, 2025, with proposals due by July 7, 2025. While specific evaluation criteria are not detailed, the notice suggests technical capability to work in challenging terrain and ability to handle multiple fence reconstruction sites will be important.

The opportunity is set aside for total small business participation, with an estimated contract value between $500,000 and $1,000,000. The project encompasses approximately 73,000 linear feet of fence reconstruction across 13 different locations, including full rebuilds of wooden and wire fences at sites like Warner, Buckeye, Devils, and Monticello Lake. The contract performance period is 360 calendar days, with an estimated work commencement date of July 1, 2025. Contractors will be required to provide a 20% bid bond with their proposal and 100% performance and payment bonds if awarded. Notably, the government has indicated that funds are not currently available, reserving the right to cancel the solicitation at any point. The project will involve working in diverse terrain including vegetated areas, marshy sections, and locations with limited heavy equipment access.
