About this opportunity
The Department of Agriculture Forest Service seeks repair of a historic stone retaining wall at the Mesa Falls Grandview Overlook in Caribou-Targhee National Forest, with proposals due September 3, 2026, at 3:00 PM Mountain Time. This procurement is a 100% small business set-aside under NAICS 238140.
Place of performance is Island Park, Idaho. Amendment 0001, posted August 31, 2026, added questions and answers and a pre-bid sign-in sheet; both must be acknowledged and submitted with proposals.
Work scope includes removal and repointing of all failed mortar joints using hand tools and HEPA-vacuum-supported grinding to minimize silica dust; replacement of missing historic lava stone pieces and stone pinning; removal of vegetation; rebuilding of the missing south wall section; and fabrication and installation of columnar basalt wall cap stones hand-shaped to 4–6 inches thick with 5/8"–1" mortar joints. All work must comply with the Secretary of the Interior's Standards for Treatment of Historic Properties. The contractor must retain a qualified testing agency for required inspections, submit a quality control plan, and provide as-built drawings. Contract duration is 60 calendar days from notice to proceed, with mobilization within 10 calendar days of NTP. Performance and payment bonds are required; Davis Bacon prevailing wage rates apply. The stonemason's consultation document estimates $30,000–40,000 project cost.
This is a firm fixed price solicitation on a lowest price technically acceptable basis, evaluated on technical approach, past performance, and price. Offerors must provide three similar projects completed within the last three years with contact and project details. Requests for Information are due August 27 at 3:00 PM Mountain Time. Quotations must remain firm for 90 calendar days. Organized site visits are available.
