About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking a contractor to provide methadone dosing services for veterans at the Southern Arizona VA Healthcare System (SAVAHCS) in Tucson, Arizona. The solicitation requires a comprehensive service package that includes daily methadone dosing for up to 75 veterans, physical examinations, urine toxicology screenings, breathalyzer tests, and associated documentation. Contractors must maintain valid DEA and Arizona state licenses for opiate substitution/methadone treatment and hold accreditation from either JCAHO or CARF. While this is an unrestricted solicitation, there are evaluation preferences for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs). Key proposal deadlines include submission by January 13, 2025, at 12:00 PM PST, with the contract period spanning a one-year base period from April 1, 2025, to March 31, 2026, and four potential one-year ordering periods extending through March 31, 2030.

The current incumbent provider is the Center for Behavioral Health, and the contract will require the selected vendor to provide dedicated office space for VA staff and a group meeting room accommodating up to 16 people. The contract falls under NAICS code 621420 for Outpatient Mental Health and Substance Abuse Centers and PSC code G099 for Social Services. Contract administration will be managed by the VA Network Contracting Office 22 located in Long Beach, California. The contractor will be responsible for generating monthly reports on veterans' status and dosing, conducting patient satisfaction surveys, and maintaining comprehensive medical documentation. While specific budget details are not explicitly stated, the scope involves serving 75 veterans with daily methadone dosing services, suggesting a substantial operational commitment. The place of performance is the Southern Arizona VA Healthcare System in Tucson, with an emphasis on creating a treatment environment that facilitates communication between VA staff, clinic personnel, and veterans.

Questions and Answers for Methadone Dosing

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

This is currently being performed by Center for Behavioral Health

Could you confirm if there is a requirement for residential beds as part of the Community Opiate Substitution Treatment Program (COSTP)? Additionally, is the VA open to expanding services in the future to include options such as residential care or additional Substance Use Disorder (SUD) treatment modalities?

Beds are a separate requirement.

Are there specific requirements for the layout of the methadone dosing area, such as private dosing stations, waiting areas, or designated flow patterns for patient safety and privacy? Should the group therapy room and VA social worker's office be in close proximity to each other or the methadone dosing area for operational efficiency?

There are no specific requirements for layout of stations or proximity of VA staff to them however agree on need for patient safety/privacy and think stations/VA staff would preferably be within same hall/unit/area to facilitate communication between VA staff, Â clinic staff and meeting the veterans.

Are there any recommended or required facility floorplan guidelines to ensure compliance and alignment with VA expectations?

Please see response above.
