About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration is seeking a contractor to provide transitional housing services for homeless female veterans in the West Los Angeles area as part of its Health Care for Homeless Veterans (HCHV) program. The VA is conducting a Sources Sought market research request to identify small businesses, with a particular interest in Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB). Contractors must demonstrate experience in providing transitional housing services, including detailed documentation of previous contracts, geographic service areas, monthly client volumes, and verifiable references. Interested firms are required to submit their responses via email to Danielle.Carroll4@va.gov by January 28, 2025, including their Unique Entity Identification number and small business classification. Evaluation will focus on the contractor's capability to provide comprehensive residential services, including meal provisions, case management, therapeutic services, and assistance in securing permanent housing.

The contract will be structured as a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a base year and four option years, targeting the provision of up to 10,950 bed days of care annually. The services will be located within 25 miles of the West LA VA campus and must accommodate up to 20 homeless female veterans, maintaining an 80% occupancy rate and achieving a minimum 55% permanent housing placement rate. While there is no specific set-aside designation, the VA is strongly encouraging participation from small businesses, particularly those owned by veterans. The facility must provide same-day admissions, 24/7 monitoring, security personnel, and include specialized accommodations such as a "safe room" for veterans requiring separation from the general population. Contractors will be expected to provide a full-time Program Director, part-time Clinical Supervisor, and case managers at a 1:10 ratio to ensure comprehensive support for the veterans served.
