About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to provide transitional housing services for homeless male veterans in the Ventura or Santa Barbara areas through its Health Care for Homeless Veterans (HCHV) Contracted Residential Services (CRS) program. The contractor will be responsible for managing up to 15 beds with 24/7 staffing, including a Program Director, Clinical Supervisor, and Case Managers, and delivering comprehensive services such as housing, meals, case management, therapeutic services, and permanent housing placement assistance. Key performance objectives include achieving 55% exits to permanent housing, maintaining less than 20% negative exits, and ensuring over 80% bed occupancy with average stays under 90 days. Responses to the Sources Sought notice must be submitted by February 19, 2025, at 12:00 PM Mountain Time, with contractors required to provide detailed capability statements and examples of previous transitional housing experience. The government will use these submissions to conduct market research and make appropriate acquisition decisions.
The opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 624229 for Other Community Housing Services, with a size standard of $19.0 million. Interested contractors must be registered in the System for Award Management (SAM) and the SBA's VetCert program, and provide specific business information including company name, contact details, SAM UEI, CAGE code, and tax ID number. The contract will be structured as a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) with a base year and four option years, and contractors must be prepared to become operational within 30-90 days of award. While no specific incumbent is mentioned, the VA emphasizes that this is a critical program designed to address the needs of vulnerable and at-risk homeless veterans. If responses from SDVOSB firms prove inadequate, the VA may consider an alternate set-aside or full and open competition.
