About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12, through the VA Great Lakes Acquisition Center, has issued a Special Notice for Ordained Catholic Priest Services at the William S. Middleton Memorial Veterans Hospital in Madison, Wisconsin. The notice announces the agency's intent to negotiate a sole source contract with Fr. Partrick J. Wendler under the authority of 41 U.S.C. 1901 Simplified Acquisition Procedures. The procurement is being conducted as a sole source acquisition because only one responsible source exists that can satisfy the agency's specific requirements. The contract structure will be a firm fixed price arrangement with a base year plus four option years, classified under NAICS Code 813110 for Religious Organizations. The notice was posted on July 21, 2025, with a response deadline of July 25, 2025.
The purpose of this Special Notice is to provide ordained Catholic priest services that align with Roman Catholic Church teachings specifically for veterans at the hospital facility. Interested contractors must submit capability statements by 10:00 AM CST on July 25, 2025, to Contracting Officer Justin Lemke, though this is not a request for competitive quotes and no solicitation documents are available. Eligibility requirements include proof of ordination through the Roman Catholic Church, a letter of endorsement from the Diocese of Madison, and demonstrated ability to be onsite within two hours of emergency notification to provide last rites sacraments. Experience providing services to veterans is preferred but not mandatory. The government reserves the right to proceed with the sole source negotiation with Fr. Wendler if no alternative vendors can meet the stringent religious and operational requirements, emphasizing that any determination not to compete the procurement remains solely at the government's discretion.
