About this opportunity
The United States Air Force Global Strike Command is conducting market research through a sources-sought announcement, due July 17, 2026, to identify potential contractors for FY27 Mission Planning Support Tool (MPST) services and determine whether the requirement can be satisfied with a small-business set-aside. The announcement is not a solicitation and does not commit the government to issue one.
Work is performed at Whiteman Air Force Base, Building 706, with on-site presence during regular working hours (0730–1600 weekdays) and potential travel to TDY locations. Contractor personnel must possess current adjudicated background investigations and eligibility for Top Secret, SCI, and SAP information access, facility clearance per DD Form 254, and appropriate security and line badges. Strict OPSEC requirements apply, including restrictions on personal electronic devices, photography, and public discussion of operations.
Scope includes in-person and remote maintenance and support for MPST, including database and software maintenance to ensure compatibility with B-2 Mission Planning System upgrades and USAF/DoD standardized information system workstation configurations. Deliverables encompass installing and verifying software releases, developing custom databases, providing demonstrations and training, supporting operational use through modeling and simulation, participating in open-air flight tests, delivering monthly status reports, and providing dedicated information system administration including user account maintenance and security updates. Contractor personnel require computer programming skills, a minimum of two years' operational experience working as or directly with aircrew, familiarity with B-2 aircraft capabilities and threat systems, and ability to respond to support requests within one business day.
The NAICS code is 541511 (Custom Computer Programming Services) with an SBA size standard of $34 million. The government solicits all sources, including small businesses, 8(a) firms, and service-disabled veteran-owned, HUBZone, and women-owned small businesses.
