About this opportunity
The Department of the Air Force Air Mobility Command, through the 22d Contracting Squadron at McConnell AFB Kansas, seeks award of up to seven firm-fixed-price IDIQ construction contracts with proposals due October 14, 2026. This is a Total Small Business Set-Aside under NAICS 236220 with a $45 million size standard.
The Government intends to award up to three additional on-ramp vendors. Task orders issued under the IDIQ contracts will be firm-fixed-price with individual magnitudes between $2,000 and $10,000,000. The total contract ceiling is not-to-exceed $99,000,000 or a term of six years as extended through option exercises, whichever is reached first. The initial contract awards carry a basic 24-month period of performance with two subsequent 24-month options exercisable at Government discretion. Work is performed at McConnell AFB, KS.
The scope encompasses a wide variety of construction tasks: design and build, renovation, additions and upgrades, new construction integrating multiple trades and disciplines, and repair and replacement of roadways, airfield taxiways and runways. A seed project for structural repairs at Buildings B412 and B1099 is identified in the RFP. Contractors shall provide all materials, labor, equipment, tools, transportation, and ancillary items necessary to complete each project from conception to completion.
Contractors must achieve CMMC Level 2 (Self-assessment) cybersecurity certification per R-DFARS 252.204-7021 and 252.204-7025. Bonding requirements include $10 million single and $33 million aggregate capability, with 20 percent bid bonding required for the seed project. Past performance evaluation requires submission of up to seven completed or current contracts (or ten for joint ventures) demonstrating relevant design-build construction experience with projects between $2,000 and $10,000,000 in magnitude completed within the last three years. Davis-Bacon Act wage determinations apply. Award is based on a best-value trade-off with past performance weighted significantly more important than price. The Government intends to award up to seven (7) firm-fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts while identifying up to three (3) on-ramp vendors. The Government shall issue task orders for individual construction projects based upon a competition amongst the successful awardees. Task orders issued under this contract shall be Firm Fixed Price with a magnitude between $2,000.00 and $10,000,000.00. The total amount of this contract is not-to-exceed a monetary amount of $99,000,000.00 or a term of six-years (as extended through the exercise of options), whichever is reached first. The seven (7) initial contract awards will contain a basic 24-month period of performance and two (2) subsequent options with 24-month periods of performance to be exercised at the Government’s discretion.
