The Government intends to award up to seven firm-fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with a total ceiling of $99 million, with three additional on-ramp vendors identified. The period of performance runs from April 9, 2027 through April 8, 2029, with two optional extension years through April 8, 2033. Task orders will range from $2,000 to $10 million and will be competed among awardees. This is a Total Small Business Set-Aside under NAICS Code 236220 with a size standard of $45 million. The contract covers diverse construction services including new construction, renovation, additions, upgrades, roadway and airfield repairs. The seed project involves repair of Foundation B1099 and B412 with liquidated damages of $709.21 for the first day and $544.82 for each subsequent day. Proposals are due no later than 2:00 PM Central Time on September 30, 2026, with written questions due by September 17, 2026. Award will be based on a subjective best-value trade-off between contract forms/price and past performance, with past performance weighted significantly more important than price. Bonding requirements include a $10 million single and $33 million aggregate capability, with 20 percent bid bonding required for the seed project. Key government personnel include Contracting Officer Brandy Epperson, Contract Administrator 1st Lt William Johnson, Project Engineers John Schwartzbeck and Dong Pham, and Inspector Daniel Bailey. Davis-Bacon Act wage determinations apply with multiple wage determination attachments provided. Base access requests and contractor badges are required for all personnel working on the installation.
