About this opportunity
The General Services Administration seeks fixed-price fares for scheduled airline passenger transportation services covering domestic, international, and fifth freedom of the air routes under the City Pair Program (CPP), a mandatory-use government-wide contract with Group 1 proposals due March 4, 2026, Group 2 due April 10, 2026, and Group 3 due April 24, 2026, all at 3:00 PM ET. The solicitation (47QMCB26R0001) is open and unrestricted; no set-aside applies.
Place of performance spans the United States. All offerors must be certified U.S. air carriers operating under 14 CFR Part 121. Offerors must participate in the Civil Reserve Air Fleet (CRAF) Program or obtain technical ineligibility letters, maintain Department of War approval status, hold active SAM registrations, and comply with small business subcontracting plan requirements where applicable. The Final RFP issued February 9, 2026 and has been amended five times; the most recent amendment (0006, issued May 29, 2026) added FAR 52.222-90 addressing discrimination in DEI activities, revised FAR 52.244-6 subcontracting flow-down requirements, and expanded the fuel surcharge clause I-FBG-LS001 to include premium economy (_CP) fares. Final RFP questions were due February 13, 2026; GSA responses to vendor questions and a transcript of the January 14, 2026 pre-solicitation conference are available.
The contract period runs October 1, 2026 (or date of award, whichever is later) through September 30, 2027, plus two optional periods: October 1–November 30, 2027 and December 1–December 31, 2027. Offerors must propose fixed-price one-way fares for coach class service (YCA and _CA designators); optional business class (_CB), premium economy (_CP), and non-refundable coach (_CN) fares are available for specific markets. FY27 will include approximately 18,539 city pairs. Amendments 0004 and 0005 shifted line items across groups: Amendment 0004 transferred 147 items from Group 1 to Groups 2 and 3 (effective March 23, 2026); Amendment 0005 transferred 844 items from Group 2 to Group 3 (effective April 17, 2026).
Group 1 evaluation uses a technical/price tradeoff methodology weighting technical factors—minimum requirements, quality of service including timeband distribution, average elapsed flight time, and number and type of flights—significantly higher than price. Groups 2 and 3 use lowest-price-technically-acceptable (LPTA) methodology. Fares must include meals and baggage handling and exclude Passenger Facility Charges and security fees. Proposals must be submitted electronically via CALM CPSS with signed SF1449 forms and signed SF30 forms acknowledging all amendments. NAICS 481111, Scheduled Passenger Air Transportation; PSC V211.
