B.2 8
Contract Non-refundable Fare (_CN) –
In the case of a traveler canceling their itinerary, is the traveler expected to receive a form of credit or unused ticket?
B.2 Definitions for Contract Non-refundable Fare (_CN) and _CN Fare will be updated in the Final RFP to clarify requirements. Notionally, a new section will be added to address credits and unused tickets.
B.2 8
Contract Non-refundable Fare (_CN) –
Is there an expectation that a traveler will be able to change their routing? If so and the new city pair _CN is a lower cost, what is to be done with the difference in fare?
Change of routing and associated difference of fare practices is subject to a contract carrier’s practice for commercial customers in the same fare class of service for exchanged non-refundable tickets that typically credit the traveler for fare difference if the new fare is lower less the applicable administrative fee/penalty.
B.2 8
The current definition for _CN fares states “administrative fee/penalty may apply for rebooking, re-ticketing, or cancellation.” Can you please clarify exact requirements for changeability and refundability for this new contracted fare type?
B.2 Definitions for Contract Non-refundable Fare (_CN) and _CN Fare will be updated in the Final RFP to clarify requirements. Notionally, a new section will be added to address credits.
B.2
C.16
37-38
B.2 provides a definition for route restriction. Can a route restriction be applied when the offeror is offering a codeshare partner by a line item?
For example, can a contract carrier limit the flights traveled on a particular line item (B.2 Definition – Route Restriction), providing the codeshare partner on select legs only? Please advise how a route restriction can be used/applied in this program.
Yes, as long as the minimum requirement for the market is being met.
B.3 14
Line Item (Market) Requirements
What time period is being used for the estimated “Passenger count” numbers included in Groups 1, 2 and 3? Does it include the approximate 40% reduction in actual travelers experienced since March of 2025?
Per B.3 Line Item (Market) Requirements, passenger count (PAX) levels are subject to change on a yearly basis based on data analysis of audited data and new requirements. The estimated passenger count for FY27 is based on FY25 passenger counts.
B.4.9 17
Offers may include a Government non-refundable coach class fare in addition to the YCA and -CA fares.
If a Government non-refundable coach class fare is not offered by the award carrier (carrier A) at the time of solicitation and they won the contract with “YCA”, “_CA”, may carrier A file a Government non-refundable coach class fare during the fiscal year as a “_CN” fare? If it can’t be filed as “_CN”, could it be filed as a “DG” fare?
If carrier A won the award with a “YCA”, “_CA”, and “_CN” fare, are carriers B, C, and D permitted to file fares competitive with the “_CN” fare? If so, how would the fare be coded? Would it be “_DN”?
Is there a “DG” fare equivalent to the “_CN” fare that carriers can file?
A Contract Non-Refundable Fare (_CN) may not be filed if a _CN was not solicited/awarded. Non-contract government fares (e.g. DG, CATZ) are not covered by the scope of the RFP.
B.4 17
Government Non-Refundable Coach Fares:
Is additional language required to clarify that these fares would be completely non-refundable and would not be considered unused tickets if a traveler were to no show for the flight?
B.2 Definitions for Contract Non-refundable Fare (_CN) and _CN Fare will be updated in the Final RFP to clarify requirements. Notionally, a new section will be added to address credits and unused tickets.
B.4 17
Government Non-Refundable Coach Fares:
Can you explain the intent of this fare being excluded from the basic economy fare class?
The intent of _CN being excluded from the basic economy fare class is to retain commercial practice of the fare being placed above the bottom third of the carrier’s commercial fare classification code structure including 1 carry-on bag and seat assignment (seat choice). Additionally, basic economy is typically excluded from visibility in online booking tools and typically not offered to government travelers by agents.
C.3.B.2.a, C.3.C.2.a, Attachment 6 24, 28
Both domestic and international line items state that Group 3 connect service line items have no connection time or stop limit. However, some items in Attachment 6 say “Y” in the Extended Connect column while others say “N”. For example, line item 19224 is “N” and line item 18663 is “Y”.
Should all Group 3 line items have the same data in the Extended Connect column since there is no connection time or stop limit? What does Extended Connect “Y” mean in this context and how does it differ from “N”?
Attachment 6 will be updated in the Final RFP to remove the Extended Connect column. There is no connection time or stop limits for Group 3.
L.1 87
The due date for the Proposal Checklist Items is stated as Wednesday, March 4th in addition to the Group 1 markets. Previous solicitations had separation between the two submissions. Can you confirm that Group 1 is Due Wednesday, March 4th versus Friday, March 6th? Historically, this separation helps ensure a smooth process for the carrier(s).
We confirm that Proposal Checklist Items and Group 1 offers have the same due date (Wednesday, March 4). The shared due date is now consistent with using a shared opening date.
M.5, M.6 101, 104
M.5 and M.6 state the non-refundable coach class fare is not part of the award decision for fully refundable coach service.
If non-refundable coach class fares are only evaluated after the awardee is chosen and they’re evaluated for reasonableness only after the awardee is chosen, what determines “reasonableness”? If it is determined not to be reasonable, what actions are taken? Is it possible that the award carrier is not offered the contract after it is determined their “_CN” fare is not reasonable?
Price reasonableness is considered using various approaches that may include comparison with commercial benchmarks and commercial published pricing. If an offered non-refundable coach fare is determined not fair and reasonable, the fare will not be awarded.
A line item award is based on the evaluation of the YCA and (if applicable) _CA fares. If a carrier is awarded a market based on its offered YCA/_CA while its offered _CN is determined not fair and reasonable, the carrier will be awarded the line item’s YCA/_CA fare(s) but not its _CN fare.
Attachment 4 Line item
Line Item 2409, FRUWAS → Please note that “FRU” was changed to “BSZ” effective August 2025
Thank you for bringing this line item to our attention.
FRU will be updated to BSZ city code in the Final RFP Attachment 4 to reflect this change.
Attachment 4
Line item
Line Item 2730 service requirement is increasing from 1 nonstop flight to 2 nonstop flights. There is no carrier that offers consistent 2x daily nonstop service between December and March. Is this intentional?
Thank you for bringing this line item to our attention.
This line item may be updated in the Final RFP Attachment 4 to reflect a change.
Attachment 4 Line item
This is historically one of the highest-volume international city pairs.
Can you share any insights as to why it’s been downgraded to Pax Level B for FY27, recognizing the impact of DOGE on 2025 volumes across the program.
Per B.3 Line Item (Market) Requirements, passenger count (PAX) levels are subject to change on a yearly basis based on data analysis of audited data and new requirements. For Line Item 3199 LONWAS, the FY25 passenger count of 17,370 fell below the Pax Level A minimum of 20,000 passengers.
Attachment 4
Line item
Line Item 3908 service requirement is changing from 1 connection to 1 nonstop but this is not served with a daily nonstop by any carrier between May – October. Is this intentional?
Thank you for bringing this line item to our attention.
This line item may be updated in the Final RFP Attachment 4 to reflect a change.

N/A If “Non-Refundable Fare” column in Attachment 6 says “N”, may the award carrier or non-award carriers file a Government non-refundable coach class even if it wasn’t solicited and wasn’t awarded?
A Contract Non-Refundable Fare (_CN) may not be filed if a _CN was not solicited/awarded. Non-contract government fares (e.g. DG, CATZ) are not covered by the scope of the RFP.
