The procurement encompasses material and spares, software maintenance, engineering support labor, engineering changes, product improvements, documentation, testing, training, logistics analyses, technical investigations, installation support, and related radar maintenance and repair actions. NAVSEA is soliciting this contract under 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B), which permits sole-source procurement. While this is a pre-solicitation notice rather than a competitive request, all responsible sources may submit capability statements, proposals, or quotations for consideration. The Government will evaluate responses to determine whether to proceed with competitive procurement, though this determination remains solely within Government discretion. The deadline for responses is March 21, 2026, and the Government will not reimburse respondents for submitted information.

No set-aside designations apply to this procurement opportunity. Northern Defense Industries, LLC (NDI), located at 649 S Washington Street in Alexandria, Virginia, is the identified incumbent contractor and the intended sole-source recipient, pending Government evaluation of any competing responses. The contract is structured for fiscal years 2027 through 2031, providing a multi-year sustainment program; however, the pre-solicitation notice does not disclose specific award values or budgeted amounts. Interested parties seeking subcontracting opportunities are directed to contact NDI directly rather than responding through this notice. The procurement is classified under NAICS 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC 5840 (Radar Equipment, Except Airborne).
