About this opportunity
The United States Probation Office for the Eastern District of Missouri is seeking treatment services for federal defendants and persons under supervision through Blanket Purchase Agreements (BPAs). The solicitation specifically focuses on Sex Offender Treatment services for St. Francois County, which may include sex offense-specific evaluations, counseling, chaperone training, specialized treatment, and transportation. Vendors must demonstrate their ability to provide services within the designated catchment area, with a facility available for use and professionals meeting required criteria. Interested treatment providers must submit a letter of interest to Nicole Vernier-Gelven by email to be included on the solicitation distribution list and receive notification when the Request for Proposals (RFP) is posted. The evaluation will prioritize vendors who can provide services at prices comparable to or lower than those charged to their most favored customers.

The BPA will have a total duration of up to 60 months, including four potential 12-month option periods, with services set to commence on October 1, 2025. While specific award values are not detailed in the pre-solicitation notice, vendors will be expected to provide comprehensive treatment services for federal defendants. The solicitation covers services for St. Francois County, and providers must have at least one site within the identified catchment area. Interested parties have until June 13, 2025, to express interest and prepare for the upcoming RFP, which will be available on the U.S. Probation Office web page.
