About this opportunity
The Department of the Army Corps of Engineers Engineering District Baltimore seeks contractor services for maintenance dredging operations at Baltimore Harbor and associated Maryland channels within the Chesapeake Bay during fiscal year 2026, fourth quarter. The procurement encompasses dredging work at a target depth of 50 feet mean lower low water with allowable overdepth of 1-2 feet, with dredged materials to be placed at either the Paul S. Sarbanes Ecosystems Restoration Project at Poplar Island or the Cox Creek Dredged Material Containment Facility. This work is classified under NAICS code 237990 (Other Heavy and Civil Engineering Construction) and PSC code Z1KF (Maintenance Of Dredging Facilities). The pre-solicitation notice was posted on March 19, 2026, with a deadline of April 3, 2026, for prospective bidders to submit questions or express interest. While specific evaluation criteria are not detailed in this pre-solicitation notice, contractors should anticipate requirements demonstrating capability to manage complex dredging operations in heavily trafficked commercial waterways supporting the Port of Baltimore.
This procurement carries no set-aside designations, making it open to unrestricted competition among eligible contractors. The scope of work involves approximately 1,538,000 cubic yards of material to be dredged from the Maryland approach channels (including Craighill Entrance, Craighill Angle, Cutoff Angle, and Upper Range Channels) and approximately 700,000 cubic yards from Baltimore Harbor channels (Brewerton Angle and Curtis Bay Channels), totaling roughly 2,238,000 cubic yards. The typical equipment configuration required includes two 30-plus cubic yard clamshell dredges, one 24-30 inch hydraulic unloader, six to eight large tugs, six to eight scows with 2,500-6,000 cubic yard capacities, drag bar and barge equipment, and supporting plant and pipeline infrastructure. The contract value and specific award amount are not disclosed in this pre-solicitation notice, though the substantial volume and equipment requirements suggest a significant contract opportunity. No incumbent contractor or current contract holder is identified in this notice.
