About this opportunity
The Department of the Air Force Air Mobility Command, contracting on behalf of the Naval Power Training Unit (NPTU) at Joint Base Lindsey Graham, seeks acquisition of fifty Grace Industries SuperPASS 5 Personal Alert Safety System (PASS) devices and one PC USB Download and Configuration Cable under a Total Small Business set-aside, with proposals due September 23, 2026. This is a brand-name, single-source procurement justified under FAR 11.204(a)(2)(ii) because competing commercial PASS models with Bluetooth and wireless capabilities are prohibited onboard Moored Training Ships per operational security protocols; the SuperPASS 5 is the only commercially available PASS device meeting Navy shipboard safety standards while remaining free of unauthorized wireless transmission hardware.
Place of performance is Goose Creek, South Carolina (NPTU Lindsey Graham, 1260 Snowpoint Road). The devices are stand-alone, non-integrated systems worn by shipboard firefighters attached to SCBA harnesses and must be completely free of Bluetooth, Wi-Fi, cellular, or active radiofrequency transmission hardware. Technical requirements include solid-state motion sensors with automated multi-stage alerting (Pre-Alert at 18–20 seconds, Full Alarm at 30–35 seconds with 95–100+ dBA directional audible alarm), integrated thermal/heat sensing, UL 913 certification for hazardous atmospheres, NFPA 1982 compliance, minimum IP67 environmental protection, high-impact flame-resistant housing, standard 9-volt battery operation, and integrated grip clip attachment. Delivery is required within 30 calendar days from award, FOB Destination with contractor inspection and acceptance. Award will be made on Lowest Price Technically Acceptable basis. Evaluation criteria weigh price and technical conformance to the salient characteristics document. Point of contact is Anthony Lawston, 843-963-5163. Market research identified 156 vendors under GSA MAS Schedule SIN 33911PA, including three authorized small business distributors.
