About this file
This is a Determination & Findings (D&F) document justifying a brand name, single-source acquisition by the Naval Power Training Unit (NPTU) at Joint Base Lindsey Graham.
NPTU requires acquisition of fifty (50) Grace Industries Super PASS 5 Personal Alert Safety System devices (Part Number: SP5-H-A-30) and one (1) PC USB Download & Configuration Cable (Part Number: S5T5DLC-1) under a firm-fixed-price contract. These stand-alone safety devices are worn by firefighters assigned to Moored Training Ships and provide critical life-safety motion and heat detection capabilities, automatically triggering a 95+ decibel directional alarm to guide Rapid Intervention Teams in high-noise, hazardous shipboard environments. The justification cites RFO 11.204(a)(2)(ii) (Brand Name authority) as the regulatory basis, as competing commercial PASS models featuring Bluetooth and wireless capabilities are explicitly prohibited onboard due to operational security protocols that restrict radio frequency and cellular-enabled devices in secure shipboard compartments. The Grace Industries SuperPASS 5 is the only commercially available PASS device meeting all Navy shipboard safety standards while remaining free of unauthorized wireless transmission hardware.
Market research identified 156 vendors under GSA MAS Schedule SIN 33911PA (148 small businesses), including three authorized small business distributors: SEVA Technical Services, Inc. (SDVOSB), Seahorse Defense Supply, LLC (WOSB), and Witmer Public Safety Group, Inc. (Small Business). The acquisition will be solicited as a 100% Total Small Business Set-Aside on SAM.gov to maintain price competition among authorized distributors and satisfy the "Rule of Two." Award will be made to the responsible small business concern submitting the Lowest Price Technically Acceptable (LPTA) quote. The Contracting Officer, Leo Lachapelle, CIV, DAF, approved this determination on September 16, 2026.

Security Marking (select from the drop-down list) Operational security protocols onboard the MTS strictly prohibit the presence of radio frequency (RF), cellular, or Bluetooth-enabled devices within secure shipboard compartment areas. Competing commercial PASS models, including newer commercial iterations from the manufacturer (such as the SuperPASS 5X), feature integrated Bluetooth and wireless capabilities. These models are explicitly unauthorized for onboard MTS use. The Grace Industries SuperPASS 5 is the only commercially available PASS device that meets all Navy shipboard safety standards while remaining entirely free of unauthorized wireless transmission hardware. To maintain and log safety compliance data for these 50 units, one (1) manufacturer-proprietary PC USB Download and Configuration Cable (Part Number:
S5T5DLC-1) is required to interface with local station computers.
C. Market Research and Competition:
Market Research was conducted under NAICS code 334290 (800 employees) and PSC 6350. A review of GSA MAS Schedule SIN 33911PA yielded 156 vendors (148 of which are small businesses). While the product is proprietary to a single manufacturer (Grace Industries), market research identified multiple responsible, authorized small business distributors, including SEVA Technical Services, Inc. (SDVOSB), Seahorse Defense Supply, LLC (WOSB), and Witmer Public Safety Group, Inc. (Small Business).
Consequently, there is a reasonable expectation of receiving competitive quotes from at least two responsible small businesses.
D. Determination of Source Selection:
Restricting this commercial purchase to the Grace Industries Brand Name (SuperPASS 5 and S5T5DLC-1 cable) without allowing for "equal" products is essential to satisfy Navy safety, training, and security mandates. In accordance with RFO 11.204(a)(2)(ii), a Brand Name justification is executed. By soliciting this requirement as a 100% Total Small Business Set-Aside on SAM.gov, the Government will maintain robust price competition among authorized small business distributors, satisfying the "Rule of Two" under RFO 19.104-1(a). Award will be made to the responsible small business concern submitting the Lowest Price Technically Acceptable (LPTA) quote, ensuring the best value and fair market pricing for the Government.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
