About this opportunity
The Department of the Air Force Air Mobility Command seeks an 8,000-hour major maintenance overhaul of its High-Pressure Air System compressors at the Nuclear Power Training Unit, with proposals due September 29, 2026. The solicitation was converted to full and open competition under NAICS 811310 via Amendment 0002 (issued September 28), dissolving the original 100% small business set-aside.
Place of performance is Joint Base Charleston, North Charleston, South Carolina. Work must be completed within 30 calendar days of award and performed strictly in accordance with Maintenance Requirement Card AHP-R-2 (Rev 3). The contractor shall provide all labor, certified replacement parts, tooling, and test equipment, including replacement of compressor stage check valves, piston rings, piston pins, connecting rod bearings, coupling inserts, and cooler tube clamps; dimensional wear verification; and drain valve and solenoid overhaul. Maintenance actions must be phased to ensure at least one fully operational compressor unit remains available throughout the performance period. Work shall be performed in a foreign-material-exclusion controlled environment by experienced compressor disassembly and assembly technicians. All replacement parts must be new, unused components manufactured to or exceed original specifications. The sole deliverable is successful completion of post-maintenance operational testing, including a full system pressure test witnessed and signed off by the Government Technical Representative.
Evaluation will be conducted on price first, followed by technical acceptability (pass/fail), and past performance. Offerors must provide three relevant past performance references from the past three years demonstrating major teardown and overhaul experience on multi-stage, high-pressure reciprocating compressors. Award will be made to the lowest-priced technically acceptable offeror with substantial past performance confidence unless discussions are conducted. The PSC code is J043 (Maint/Repair/Rebuild of Equipment—Pumps and Compressors).
