About this opportunity
The Department of the Air Force Air Education and Training Command is seeking sources capable of delivering online foreign language instruction through the Language Enabled Airman Program (LEAP) eMentor initiative. The government requires contractors to provide live, synchronous language courses via a contractor-supplied, government-approved Unified Communications and Collaboration (UCC) platform integrated with the government-owned Language Enabled Development Resource (LEaDeR) system. Key requirements include recruiting and staffing qualified instructors with Inter-Agency Language Roundtable (ILR) Advanced Professional Proficiency or higher, delivering instruction across multiple priority languages including Arabic, Chinese, German, Hebrew, and Hindi, and supporting various instruction formats ranging from one-on-one to four-on-one sessions. Respondents must submit capability statements addressing instructor recruitment strategies, platform selection, staffing of qualified personnel, curriculum development aligned with program objectives, and demonstrated past performance in language course management. The sources sought synopsis was posted on December 29, 2025, with responses due by January 12, 2026; this is a sources sought announcement only and does not constitute a solicitation for quotes or a guarantee of contract award.
This opportunity is designated as a Total Small Business set-aside and is classified under NAICS code 611630 (Language Schools/Second Language Instruction) with a size standard of $20.5 million. No incumbent contractor is identified in this sources sought notice. The contract requires delivery of an annual throughput of approximately 1,164 scholars through 18,812 course hours, including standard courses and on-demand sessions, with instructors capable of teaching proficiency levels from ILR 0 through 3+. The contract will employ a tiered grouping model with structured course configurations and requires contractors to maintain compliance with security and platform integration standards throughout the performance period. While specific award value or budget information is not disclosed in this sources sought phase, the substantial course hours and scholar throughput requirements indicate a significant contract scope. Contractors must hold appropriate GSA schedule contracts, specifically language instruction schedules and IT services schedules, to be competitive for eventual solicitation.
