About this opportunity
The Department of the Interior Bureau of Land Management New Mexico Region seeks raptor survey services across approximately 769 acres in Colorado, with proposals due May 22, 2026. The procurement is a total small business set-aside, restricting competition to small business concerns.
Place of performance is BLM Kirtland Field Office in Grand and Jackson Counties, Colorado (three project areas: Blacktail, Kings Canyon, and Owl Mountain). Period of performance runs June 5 through August 31, 2026, with field surveys to be completed by August 1 and final reports due August 22. The NAICS code is 541620 (Environmental Consulting Services); PSC is B534 (Special Studies/Analysis–Wildlife).
The contractor must conduct clearance surveys and nest searches following BLM Technical Note 435 protocols or approved equivalents. Deliverables include GPS tracks of survey routes, GPS and photographic documentation of raptor and nest locations, completed nest data forms, and shapefiles in ESR .shp format (UTM NAD 83 Zone 13). The contractor must submit an operations plan for approval at least two weeks before fieldwork, provide weekly status reports, submit GPS track logs within five business days of completing each area, and deliver fieldwork reports within 14 days of area completion and shapefiles within 14 days. A comprehensive final report is due within 21 days of survey completion. The contractor must provide all labor, equipment, supplies, and vehicles, and designate a contractor representative fluent in English, a foreman, and experienced crew members; personnel substitutions require written Contracting Officer approval. A comprehensive safety plan addressing site hazards and emergency procedures is required.
Evaluation weighs technical capability and past performance combined as significantly less important than price. This is a firm fixed-price commercial item acquisition under FAR Part 12. Questions are due May 10, 2026, at 9:00 a.m. Central Time to lashondra_hubbard@ios.doi.gov. Quotes must remain valid for 60 calendar days from the due date and be submitted via email with a completed SF1449, a technical response not exceeding five pages, and the solicitation number in the subject line.
