About this opportunity
The Department of the Air Force Air Mobility Command, through the 22nd Contracting Squadron, is conducting market research to identify qualified vendors capable of providing a hematology analyzer lease for McConnell Air Force Base Clinic in Wichita, Kansas. The requirement involves leasing a new, FDA-approved hematology analyzer capable of processing 4,500 annual patient tests with a minimum throughput of 75 complete blood counts with 5+-part differential per hour. Key technical specifications include compatibility with the Hospital Information System MHS Genesis, an 18" by 26" maximum countertop footprint, optical and/or laser technology for cell enumeration and differentiation, and the ability to process pediatric specimens requiring no more than 100 microliters of whole blood. The contractor must demonstrate proven compliance with CLIA, OSHA, CDC, and FDA regulations and provide comprehensive service support including telephone customer support, biannual preventive maintenance, and on-site maintenance response within one business day with downtime not exceeding 3% of operational time. This is a sources sought announcement only, issued for market research and planning purposes, with responses due by March 27, 2026, at 12:00 PM CDT; no formal solicitation currently exists, and responses will not constitute quotes or binding commitments from the government.
This procurement is set aside for total small business participation, and no incumbent contractor has been identified in the available documentation. The contract will be structured as a lease arrangement with pricing on a cost-per-reportable-basis model encompassing all equipment, service, reagents, quality control materials, training, and consumables; no specific budget range or award value has been disclosed in this pre-solicitation notice. The contractor must supply one Uninterruptible Power Supply unit, provide all installation materials and labor, conduct method verification and correlation studies with current methods, and deliver off-site training for two key operators during the first year including transportation and lodging. Additional requirements include semiannual preventive maintenance with calibration, cost-free software and hardware upgrades throughout the contract term, toll-free telephone support available Monday through Friday from 7:30 AM to 4:30 PM CST excluding federal holidays, and on-site training for one government employee annually with access to virtual training modules for laboratory and biomedical equipment technician staff. The requirement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and PSC code 6640 (Laboratory Equipment and Supplies).
