About this file
This is a Performance Work Statement for the provision and installation of hematology testing equipment. The contractor must provide and install all necessary equipment capable of performing Complete Blood Count testing at a volume of 4,500 tests annually. All equipment must be FDA-approved and feature Windows-based software with host-query bidirectional interface capability compatible with the existing Composite Healthcare System (CHCS) Laboratory Information System. The analyzer must fit within an 18" by 26" countertop space and achieve a minimum throughput of 40 hematology tests per hour while performing full testing with samples as small as 25 microliters.
The contractor must include one Uninterruptible Power Supply unit with the instrument and provide comprehensive service and support including telephone technical support available 8:00 AM to 4:00 PM CST on business days, with on-site service available within 24 hours of notification and defective parts replaced at no charge. Additional requirements include semiannual preventive maintenance visits with calibration, cost-free software and hardware upgrades throughout the contract term, off-site training for two key operators during the first year including transportation and lodging, and on-site training as needed. The analyzer must feature automatic reagent expiration tracking, on-board user manuals, a single probe for both automated and manual specimen sampling, ready-to-use 2D bar-coded reagent kits, two years of quality control data storage with Levey Jennings charts and patient moving averages, and capability to report all 20 Complete Blood Count parameters including WBC, RBC, hemoglobin, hematocrit, and five-part differential counts. Pricing must be structured as cost per reportable basis encompassing all equipment, service, reagents, quality control materials, training, and consumables.

9. Provide instrument software/hardware upgrades at no cost during the term of the contract.
10. Provide off-site training for two key operators during the first contract year to include transportation, food, and lodging.
11. Additional on-site training shall be provided as necessary and at no extra charge.
12. Perform correlation, precision, linearity, and all other studies required during installation of system. Vendor will provide all materials necessary for above studies at vendor’s expense.
13. The instrument must have automatic reagent expiration date tracking.
14. The instrument must have on-board user manuals for troubleshooting.
15. Instrument must use only one probe for both automated and manual specimen sampling to minimize QC requirements.
16. Reagents and calibrators must be ready-to-use: reagents must not require preparation prior to loading on analyzer. Reagent kits must have 2D bar-coded labels.
17. The analyzer must have a minimum throughput of 40 hematology tests per hour.
18. The analyzer must be able to achieve a lower linearity down to 0 for WBC, RBC, and
Platelet parameters to allow for clinical diagnosis of critical conditions.
19. The analyzer must be able to perform full hematology test with as little as 25 μL of sample.
20. The on-board software must be capable of storing 2 years of quality control data with Levey
Jennings charts.
21. The software must include patient moving averages (Xbar).
22. The bid must include cost per reportable pricing which includes the full cost of the equipment, service, reagents, quality control materials, training, and consumables.
23. Analyzer must be able to support test menu specified with no changes, and must be upgradeable to meet future testing needs.
24. Test Menu: The analyzer must be capable of reporting the same parameters that we currently report with our Complete Blood Counts:
