About this opportunity
The Navajo Area Indian Health Services, Gallup Service Unit is soliciting offers for pharmaceutical medication returns and hazardous waste disposal services through the Department of Health and Human Services Indian Health Service. The procurement is being conducted under FAR Part 12 for commercial products and services, with the government intending to make a firm-fixed price single award to the responsible offeror whose offer provides the best value considering price and other factors. Offerors must submit technical capability documentation demonstrating compliance with mandatory requirements outlined in the Scope of Work, evidence of successfully performing at least three similar contracts within the past three years, pricing information, and a signed SF1449 form. The evaluation will be based on technical capability, relevant experience, and price. Critical deadlines include December 11, 2025 at 10:00 AM Mountain Standard Time for submission of questions and December 19, 2025 at 3:00 PM MST for proposal submission, with reference Solicitation No. 75H71026Q00012 for all inquiries.
This solicitation is designated as a Total Small Business set-aside, restricting competition to eligible small businesses. The contract encompasses a base year plus three option years, running from January 1, 2026 through December 31, 2029, with quarterly waste pickup as the desired service frequency. The facility does not require mail-back options for hazardous pharmaceuticals, as controlled substance disposal will be handled through RX Destroyer, and the health center confirmed it does not process compounded medications, trace chemotherapy, pathological waste, regulated medical waste, sharps, or other specialized waste types. Performance will occur at the Tohatchi Health Center in Tohatchi, New Mexico. While the government file summary indicates a contract value of $47, this appears to be a data entry error in the source documentation and should be clarified with the contracting office prior to proposal submission.
