About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis awarded contract W911S026PA021 on a sole-source basis to an incumbent contractor for Full Food Service at Fort Rucker, Alabama, under a seven-month bridge action.
The justification cites Title 10 U.S.C. 3204(a)(1) and rests on the incumbent's demonstrated technical capability, consistent satisfactory performance on previous acquisitions, and operational familiarity with the Fort Rucker food service mission. The bridge contract prevents service disruption during the transition to a Commercial Solutions Opening and Other Transaction Agreement under the Army's DINEX (Dining Excellence) initiative, scheduled for award by Summer 2026. Market research conducted via SAM.gov sources sought from May 30 to June 3, 2025, yielded 11 vendor responses; the incumbent was selected as most capable among available sources.
Performance period runs seven months from June 15, 2026 to January 14, 2027, with five optional one-month periods extending through June 14, 2027. Services include food receipt, delivery and storage, food preparation, serving, and facility sanitation and janitorial duties at two Army dining facilities. The incumbent contractor operates under the Randolph-Sheppard Act as a State Licensing Agency. Contract value is redacted. The action will not be synopsized per FAR 5.202(a)(4). Subcontracting competition requirements per RFO 19.109(a)(1) apply if contract value exceeds $900,000.
