The Department of the Interior Bureau of Land Management Oregon-Washington Region seeks herbicide spray application services for approximately 9,813 acres within the Blackstone fire treatment area in southwestern Idaho, with quotes due July 28, 2026 at 9:00 AM MDT. This procurement is a total small business set-aside under NAICS 115112, Soil Preparation, Planting, and Cultivating.
Place of performance is the Blackstone treatment zone located approximately 25 miles south of Bruneau, Idaho in Owyhee County, spanning September 29 through October 13, 2026. The target species is downy brome/cheatgrass. Contractors must apply Imazapic at 7 ounces of formulated product per acre using only BLM-approved products—Panoramic 2SL, Plateau, Nufarm Imazapic 2SL IVM, Marshall, Propose, or Nufarm Imazapic 2SL IVM Herbicide (as authorized in Amendment 0002)—combined with either Grounded or Efficax adjuvant at 8 ounces per acre and a minimum of 5 gallons of water per acre. Contractors must supply all herbicide, adjuvants, water carrier, equipment, labor, and materials. Applicators must hold a current Idaho Commercial Applicator's License, and contractors must utilize Differential Global Positioning System (DGPS) guidance/tracking for accurate acreage measurement and payment determination.
The contract is firm-fixed price with a single lump sum payment calculated on a per-acre basis, paid for actual acres sprayed as measured by computer-generated shapefiles from the DGPS system. All contractor personnel must be registered and active in SAM with a current Unique Entity ID. If staging or loading operations occur at Owyhee Airport in Nevada, contractors must independently obtain written permission from the Shoshone-Paiute Tribe. Service Contract Act wage determinations apply. Quotes must be submitted electronically to Contract Specialist Benjamin Becker at Benjamin_becker@ios.doi.gov.
