About this opportunity
The Department of the Army, as Executive Agent for the Department of War, is issuing a Request for Information on a comprehensive Emergency Mass Warning and Notification (EMWN) solution with responses due by May 29, 2026. This RFI is for market research and planning purposes only and does not constitute a solicitation or commitment to award a contract.
The Army seeks to consolidate multiple disparate mass warning systems into a single, unified capability delivering timely, reliable alerts to all DoW personnel worldwide. Performance must be worldwide with compliance to applicable DoW policies, federal statutes, and regulations.
The solution must support approximately 4 million primary subscribers with up to 12 secondary subscribers each (up to 48 million secondary subscribers total) and achieve 99.95% system availability. The system must be hosted in a FedRAMP-authorized Impact Level 5 cloud environment (Azure Government, AWS GovCloud, or DISA MilCloud 2.0 acceptable) with contractor-prepared Authority to Operate documentation. All technical requirements must be met on day one with no phased implementation approach acceptable.
Technical capabilities required include integration with existing Giant Voice and Indoor Voice systems via APIs compliant with DoW/Army cyber security standards; support for Common Alerting Protocol (CAP) and Integrated Public Alert & Warning System (IPAWS); multiple notification channels (desktop agents with audio/visual alerts, telephone calls, SMS, email, and mobile applications with geographic targeting); 24/7/365 help desk support; and Identity and Access Management using SAML authentication. The system must not collect, retain, or anonymize subscriber location data except for temporary in-memory geofencing decisions.
Respondents must submit complete technical descriptions, fully completed cost estimate worksheets, and migration schedules by 4:00 PM Eastern Time on May 29, 2026. The period of performance for estimation is five years (FY28-FY32). Questions were due May 8, 2026, with answers posted as of May 28, 2026.
Notice text
This Sources Sought/Request for Information (RFI) is a request to industry to provide information on a comprehensive Emergency Mass Warning and Notification solution that encompasses the services and tools required to provide Department of War (DoW) with a single, unified capability. This RFI is issued solely for information and planning purposes and for market research. It does not constitute a solicitation and shall not be construed as an offer, commitment, or obligation on the part of the DoW or Department of the Army (DA), or the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
Background
The Department of the Army is the DoW Executive Agent for Emergency Mass Warning and Notification (EMWN).
Currently, DoW organizations employ multiple disparate mass warning and notification products that do not efficiently communicate with each other or do not provide a capability that can clearly and transparently share emergency or mass warning information.
The Secretary of War has directed the implementation of a single, unified system capable of delivering timely, reliable alerts to all DoW personnel worldwide of local, regional, national or international events or situations. Such a system must remain compliant with applicable DoW policies, federal statutes, and regulations.
Objective
Through this RFI, the Army seeks to:
- Provide industry an overview of the Army’s current baseline EMWN capabilities and performance requirements;
- Enable industry to better understand DoW’s operational needs;
- Solicit industry feedback on efficient, cost effective, and innovative approaches; and
- Obtain rough-order-of-magnitude (ROM) cost and schedule data for commercial off-the-shelf (COTS) solutions that could meet or exceed the described requirements.
