About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal seeks qualified contractors for the Enhanced Army Global Logistics Enterprise (EAGLE) II Basic Ordering Agreement (BOA) to provide global maintenance, supply, and transportation support services, with proposals due September 1, 2026. This is a no-cost, non-competitive BOA procurement; the government will execute BOAs with all offerors whose proposals comply with RFP requirements and receive an Acceptable technical rating. Amendment 0001 was issued August 14, 2026, with no change to the proposal deadline.

Place of performance includes CONUS and OCONUS locations across Army installations worldwide. The total estimated value for potential CONUS and OCONUS requirements is $390 million. Task orders arising during the October 1, 2026 through September 30, 2027 performance period will be competed separately among BOA holders, with set-asides determined at individual task order level based on estimated annual value ($47 million is the small-business set-aside threshold). Anticipated task order competitions are scheduled for Presidio of Monterey (4Q FY 2026), Fort Lee/JBLE/Fort Story (1Q FY 2027), Joint Base Lewis-McChord/Yakima (2Q FY 2027), Fort Hunter Liggett (3Q FY 2027), Fort Polk (4Q FY 2027), and Rock Island Arsenal (4Q FY 2027).

Offerors must demonstrate capability in all three functional areas—Maintenance, Supply, and Transportation—though subcontractors may support performance. Maintenance services include field-level logistics, sustainment, modification work orders, tactical maintenance, and TMDE operations. Supply operations encompass supply support activities, property accountability, STAMIS operations, retrograde, ammunition operations, and related functions. Transportation services include movement planning, motor pool operations, hazmat shipments, and household goods operations.

Technical qualification requirements include experience references within three years of RFP closing, with one to three references per functional area (maximum nine total); demonstration of simultaneous performance of at least two distinct functions within each functional area; ISO 9001:2015 certification within 180 days of Notice to Proceed; CMMC Level 1 or Level 2 (Self) assessments; and personnel holding SECRET security clearances. Prime contractors must perform a minimum of 50 percent of work. Accounting system adequacy for cost-type work is determined at task order award. Proposals must include Technical Capability Statement (20 pages maximum), Representative Support Element (14 pages maximum), Corporate Organizational Structure (6 pages maximum), Labor Basis of Estimate (4 pages maximum), Property Management Plan, Experience Matrix, and Points of Contact designation. The BOA is valid for up to five years. NAICS code is 561210, Facilities Support Services. PSC is J025, Maint/Repair/Rebuild of Equipment—Vehicular Equipment Components.
