About this file
This is a Questions and Answers document for the FY26 EAGLE II Basic Ordering Agreement (BOA) RFP (W519TC-26-R-0032), issued by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal. The Q&A addresses 56 clarifications on the BOA solicitation process, proposal submission requirements, evaluation criteria, and administrative procedures. Key procedural clarifications include: the proposal due date of September 1, 2026 at 12:00 PM EDT; submission via email or DoD SAFE (not cloud services); all Adobe files must be text searchable; file names must exclude apostrophes and spaces; and the Property Management Plan should be written as a corporate, non-site-specific plan at the BOA level with tailoring permitted at individual task orders. The BOA itself is unrestricted (no set-aside at the BOA level), with set-asides determined at the individual task order level based on estimated annual value. Business size is certified at the task order level only, with each task order being a separate, stand-alone competition.
Technical qualification requirements clarified in the Q&A include: recent and relevant experience references must be within three years of the RFP closing date; offerors must provide one to three references per functional area (maintenance, supply, and transportation) for a maximum of nine total references; a single contract may be cited for multiple functional areas; subcontractor experience may satisfy functional area requirements but does not count toward past performance evaluation; and offerors must demonstrate performance of at least two distinct simultaneous functions within each functional area. Additional requirements include: prime contractors must perform a minimum of 50% of work; accounting system adequacy for cost-type work is determined at task order award, not BOA execution; CMMC Level 1 or Level 2 (Self) assessments apply; ISO 9001:2015 certification must be achieved within 180 days of Notice to Proceed; and joint venture offerors may satisfy experience requirements through member company performance, consistent with 13 CFR 125.8(e). The document does not impose a requirement for awardees to bid on any minimum number or frequency of task orders post-award.

EAGLE 2026 BOA Q&A
EAGLE 2026 BOA
Q&A Template
| Question | |||
| # | RFP Reference | ||
| Document #, Page #, Paragraph # | Question | Response | |
| 1 | RFP, Pages 2-4 | The FY26 BOA RFP includes a task order forecast on RFP pages 2-4. This forecast conflicts with the prior EAGLE Forecast (dated 26 May 2026) provided as part of the 4 June 2026 EAGLE BOA Holders event in Rock Island. Conflicts include: |
FLVA, JBLE, and Fort Story: EAGLE Forecast says final RFP Q2FY27, BOA RFP says final RFP Q1FY27.
JBLM and YTC: EAGLE Forecast says 8(a) set-aside, BOA RFP says 100% small business.
| Can the Government clarify the anticipated final RFP release date and set-aside status for these two future EAGLE task orders? | All dates are estimates and are subject to change. | |||
| 2 | RFP §§ L.5.2.4(b), p. 29; M.2.6, p. 34. | May subcontractor references satisfy the all/remaining functional areas after the Prime provides its required relevant experience? | Offerors should propose IAW RFP section L.5.2.4 | |
| 3 | RFP Section A, Solicitation Executive Summary, pp. 2–6. | Is there an incumbent for this job? If so, what is their name? | This procurement is for the purpose of obtaining an EAGLE BOA. Please refer to Page 2 Section A.2 of the RFP - "NOTE: The annual BOA RFP will be the only opportunity contractors will have to obtain an executed EAGLE BOA in order to propose on Task Order RFPs issued within the year." Please also see page 7 Section C.1 a) "A BOA is not a contract pursuant to FAR 16.703-1(b)," and f) "The execution of a BOA does not guarantee that the Government will place future orders with the offeror." | |
| 4 | RFP §§ L.5.2.1(e), Transition-in Approach, pp. 27–28; M.2.3(d), pp. 32–33. | What is the value of the contract held by the incumbent? | ||
| 5 | N/A | What is the contract number of the incumbent? | ||
| 6 | N/A | When do you anticipate awarding this contract? | BOAs are anticipated to be awarded by 30 September 2026 | |
| 7 | RFP, Page 33, Para M.2.4.(b) | The solicitation states that the RSE should address specific systems in PWS 2.1.19. We note that the systems are listed in PWS 2.1.20. | The RFP sections L.5.2.2(b)(2) and M.2.4(b) have been updated to PWS paragraph 2.1.20. | |
| 8 | RFP, Page 30, Para L.5.2.4.(c).(4) | The solicitation states that references provided on classified contracts cannot be verified and will not be evaluated. As EAGLE BOA Step 3 contracts historically include classified contract opportunities (e.g., including DD254s), we request that this limitation in Step 2 experience references be removed, revised or clarified. We note that FAR 4.403 makes allowances for classified information during solicitations. | The Government will not remove or revise the note. Offerors must ensure that all submitted contract references can be independently verified within an unclassified evaluation environment. The Government is stating that if an offeror provides references related to classified contracts for this BOA solicitation, those references cannot be verified and will not be evaluated. | |
| 9 | Solicitation W519TC-26-R-0032, SF33 coversheet, p. 1, Block 9; Section L, p. 22, para L.1.4 | Block 9 of the Solicitation, Offer and Award coversheet does not state a date and local time for receipt of proposals, and L.1.4 provides that late proposals will not be accepted. Request the Government confirm the proposal due date and local time for this solicitation. | IAW with the SAM.gov Request for Proposal (RFP) posting, the date offers are due is September 01, 2026 12:00PM EDT. | |
| 10 | Section L, p. 23, para L.2.6; Section J, p. 17 | L.2.6 states that a complete list of non-acceptable file types is provided at Attachment 0004, and Section J lists Attachment 0004 among the solicitation attachments. Request the Government confirm that Attachment 0004 has been posted, or post it, so that offerors can verify file type compliance before submission. | Attachment 0004 - Blocked File Extensions is posted as an Attachment in the SAM.gov RFP posting. | |
| 11 | Section L, p. 24, para L.3.4; paras L.5.1.1(a), L.5.2.1(a)(1), L.5.2.2(a)(1) | L.3.4 provides that file names must not contain single quotes or spaces, while the required file names at L.5.1 and L.5.2 are stated in the forms "Offeror's_Name_TCS" and "Offerors Name_RSE". Request the Government confirm that offerors are to substitute their company name and render each file name without apostrophes or spaces, for example COMPANY_TCS and COMPANY_RSE. | Offerors are to propose IAW RFP section L.3.4. |
RFP sections L.5.1.1(a), L.5.2.1.2(a), L.5.1.3(a), L.5.1.4(d)(i), L.5.2.1(a)(1), L.5.2.2(a)(1), L.5.2.2(c)(1), L.5.2.3(a)(1), and L.5.2.4(a)(1) have been updated for clarity.
| 12 | Section L, p. 24, para L.5.1.2(a) | L.5.1.2(a) states the required file name for signed amendment coversheets as "Offeror's_Name_SP30(Amends)". Standard Form 30 is the Amendment of Solicitation/Modification of Contract form. Request the Government confirm whether "SP30" should read "SF30", and confirm the exact file name offerors are to use. | Paragraph L.5.1.2(a) states "L.5.1.2(a) Required File Name: Offeror's_Name_SF30(Amends)" |
| 13 | Section L, p. 25, para L.5.1.5 and L.5.1.5(c); Section M, p. 31, para M.1.4 | L.5.1.5(c) states there is no page limit for the Property Management Plan, and M.1.4 provides that the plan will be reviewed to determine the acceptability of the offeror's approach to the outcomes at FAR 52.245-1(f)(1). Request the Government confirm whether the plan submitted at the BOA level should be written as a corporate, non-site-specific plan, given that a property management system specific to the place of performance is separately required at task order award. | The Property Management Plan should be written as a Corporate, non-specific, plan. |
| 14 | Section L, p. 22, paras L.1.5(a) and L.1.5(b); p. 25, para L.5.1.4(d); p. 29, para L.5.2.4(b) | L.1.5 provides that a joint venture proposing an organizational capability is the offeror, and L.5.2.4(b) requires that at least one experience reference have been performed by the offeror. A joint venture formed for this acquisition will not itself have performed a contract. Request the Government confirm whether experience performed by an individual member of the joint venture satisfies the requirement that at least one reference have been performed by the offeror, consistent with 13 CFR 125.8(e). | The Government will evaluate the Offeror’s and proposed subcontractor's recent and relevant experience, through its proposed Attachment 0003 Experience Matrix, to determine if the offeror would be able to successfully execute the requirements as identified at L.5.2.2(b)(2) through L.5.2.2(b)(4). |
| 15 | Section C, p. 9, para C.2; Section L, p. 22, para L.1.5 | A Basic Ordering Agreement is not a contract under FAR 16.703, and C.2 provides that task orders at or below a stated annual value will be set aside for small business. Request the Government confirm the point at which an offeror's size status is determined for this acquisition, specifically whether size is determined as of the date of the Step Two submission, as of execution of the Basic Ordering Agreement, or separately as of each task order for which the offeror competes. | The determination of how each task order will be solicitated is occurs during Step Three. |
| 16 | Section C, p. 8, para C.1.3(g); Section L, p. 25, para L.5.1.4 | C.1.3(g) carries specified sections of the Step Two submission forward into task order contracts awarded over a period of up to five years. A Small Business Administration approved mentor-protege agreement has a limited duration. Request the Government confirm the effect on an executed Basic Ordering Agreement, and on eligibility for future set-aside task orders, if the mentor-protege agreement supporting a joint venture offeror expires or is terminated during that period. | Offerors maintain the status they held at the time of initial proposal. |
| 17 | Section L, p. 26, para L.5.2.1(a)(6); paras L.5.2.2(a)(6), L.5.2.2(c)(6), L.5.2.3(a)(6); p. 24, para L.4.1.1 | The formatting paragraphs require a font size no less than 10 point "for all documents, to include charts, tables, and diagrams". Request the Government confirm whether this minimum also applies to the offeror name, CAGE code, solicitation number and submission date that L.4.1.1 requires in the page header or footer of every document. | Offerors should propose IAW RFP sections L.4.1.1 and L.5.2.1(a)(6) |
| 18 | Section L, p. 26, para L.5.2.1(b)(1); Section C, p. 9, para C.2(3) | L.5.2.1(b)(1) requires the offeror to identify which EAGLE functional areas it can self-perform without the use of subcontractors, and C.2(3) advises that FAR 52.219-14, Limitations on Subcontracting, is mandatory for small business set-aside acquisitions at the task order level. Request the Government confirm whether the self-performance determination stated at Step Two constrains the work distribution an offeror may propose at Step Three in order to comply with FAR 52.219-14 on an individual task order. | The prime offeror must perform a minimum of 50% of the work as shown on the teaming matrix of Attachment 0005 included with each solicitation. |
| 19 | Section C, p. 8, para C.1.3(g); Section L, paras L.5.1.5, L.5.2.1(c), L.5.2.1(d), L.5.2.1(e), L.5.2.3(b)(3) | C.1.3(g) provides that the Property Management Plan, Resource/Task Order Management, Flexible Staffing Approach, Transition-in Approach and the identification of an onsite independent quality control organization will be carried forward and incorporated by reference into subsequent Step Three task order contracts. Request the Government confirm whether these incorporated sections may be tailored at the task order level to reflect the scale, scope and staffing of an individual installation, and the mechanism by which such tailoring would be effected. | Confirm. Each task order is unique and should have a tailored approach when proposing. |
| 20 | Section L, p. 27, para L.5.2.1(e)(2); Attachment 0002 (BOA Clauses) | L.5.2.1(e)(2) requires the transition-in approach to address proper hiring actions that will ensure no impact to current operations. FAR 52.222-17, Non-displacement of Qualified Workers, does not appear in Attachment 0002. Request the Government confirm that no right of first refusal for incumbent contractor employees is contemplated at the task order level, and that an offeror's transition-in approach will not be evaluated against an assumption that incumbent personnel must be offered continued employment. | Offerors should provide their Corporate HR practices during transition to achieve FOC. |
| 21 | Attachment 0002 (BOA Clauses), FAR 52.216-7, 52.232-20 and 52.232-22; Section L, p. 26, para L.5.2.1(d) | Attachment 0002 carries FAR 52.216-7, Allowable Cost and Payment, together with FAR 52.232-20 and 52.232-22, indicating that cost-reimbursement task orders are contemplated. Request the Government confirm whether an accounting system determined adequate for cost-type work must be in place at the time of BOA execution, or whether that determination will be made at the time an individual cost-type task order is proposed. | The formal accounting system requirements associated with cost-reimbursement vehicles are not triggered merely by the execution of the BOA. The official determination of whether an accounting system is adequate for cost-type work is made at the time an individual cost-type task order is proposed, evaluated, and awarded rather than at the initial BOA execution stage, ensuring compliance prior to the commitment of cost-reimbursement funds. |
| 22 | Attachment 0002 (BOA Clauses), DFARS 252.204-7019, 252.204-7020 and 252.204-7021 | Attachment 0002 carries the NIST SP 800-171 assessment and CMMC clauses. Request the Government identify the CMMC level that will be required, state whether a current summary level score in the Supplier Performance Risk System must be posted before BOA execution or before task order award, and confirm the extent to which these requirements flow down to teaming partners performing subcontracted portions of a task order. | Due to the suspension of the roll-out of CMMC Phase II implementation, the USG is only permitted to include CMMC Level 1 (Self) or Level 2 (Self) assessments. |
| 23 | Section L, p. 27, para L.5.2.2(b)(2); Section M, p. 33, para M.2.4(b); Attachment 0001 (PWS), p. 13, paras 2.1.19 and 2.1.20 | L.5.2.2(b)(2) and M.2.4(b) direct the offeror to accurately address the specific Army Logistics Information Systems being utilized and cite "BOA PWS para 2.1.19". In Attachment 0001, paragraph 2.1.19 addresses Allied Trades and paragraph 2.1.20 addresses Maintenance LIS. Request the Government confirm that the intended reference is paragraph 2.1.20. | The RFP sections L.5.2.2(b)(2) and M.2.4(b) have been updated to PWS paragraph 2.1.20. |
| 24 | Section L, pp. 27-28, para L.5.2.2(b)(3); Section M, p. 33, para M.2.4(c); Attachment 0001 (PWS), p. 17, para 2.2.10 | L.5.2.2(b)(3) and M.2.4(c) cite "BOA PWS para 2.2.10.2" in connection with proper operation of the appropriate supply Logistics Information System. Attachment 0001 contains paragraphs 2.2.10 and 2.2.10.1 but does not contain a paragraph 2.2.10.2. Request the Government confirm the intended reference. | The RFP sections L.5.2.2(b)(3) and M.2.4(c) have been updated to PWS paragraph 2.2.10. |
| 25 | Section L, p. 28, para L.5.2.3(a)(2); p. 23, para L.2.5(a); paras L.5.2.1(a)(2) and L.5.2.2(a)(2) | L.5.2.1(a)(2) and L.5.2.2(a)(2) require the Technical Capability Statement and the Representative Support Element to be submitted as Text Searchable Adobe PDF, while L.5.2.3(a)(2) states only "Adobe PDF" for the Corporate Organizational Structure. Request the Government confirm whether the Corporate Organizational Structure is also required to be text searchable. | All Adobe files are to be submitted as Text Searchable IAW RFP L.2.5. |
RFP sections L.5.1.1(b), L.5.1.2(b), L.5.1.3(b), L.5.1.4(d)(ii), L.5.1.5(b), L.5.2.3(a)(2), have been updated for clarity.
| 26 | Section L, p. 29, para L.5.2.4(b) | L.5.2.4(b) permits no less than one and no more than three references for each of the three functional areas, to a maximum of nine references. Where a single contract included concurrent performance in more than one functional area, request the Government confirm whether that contract may be cited as a reference under more than one functional area, and whether each such citation counts separately toward the nine reference maximum. | Offerors can cite a single contract for multiple functional areas IAW RFP section L.5.2.4(b). |
| 27 | Section L, p. 29, para L.5.2.4(b)(1) | L.5.2.4(b)(1) defines recent as any contract under which performance, delivery or corrective action has occurred within three years prior to the RFP closing date. Request the Government confirm the specific date from which the three year recency window is measured, and confirm whether that date moves if the closing date is extended by amendment. | IAW RFP L.5.2.4(b)(1), "For the purpose of this requirement, recent is any contract under which any performance, delivery, or corrective action has occurred within the following time standards: three (3) years prior to this RFP closing date, regardless of the award date." IAW with the SAM.gov RFP posting, posting, the date offers are due is September 01, 2026 12:00PM EDT. |
| 28 | Section L, p. 29, para L.5.2.4(c)(1); Attachment 0003, p. 1 | L.5.2.4(c)(1) requires the cover page self-certification signature where a contract reference identified at Line 3 was performed by a company other than the offeror. Request the Government confirm whether the Attachment 0003 cover page must still be completed and signed when every reference submitted was performed by the offeror itself. | Offerors should provide relevant experience as instructed for self performed of performance with a subcontractor as directed by the RFP L.5.2.4. |
| 29 | Section L, p. 29, para L.5.2.4(c)(3); Attachment 0003, reference pages, Line 2 | L.5.2.4(c)(3) directs the offeror to enter at Line 2 the name of the contractor that performed the requirements of the contract listed at Line 3, together with the respective CAGE code. On Attachment 0003 the Line 2 response field is a drop-down list offering only "N/A", "Parent", "Affiliate" and "Subcontractor", accompanied by a CAGE code field, and the form provides no separate field for the performing company's name. Request the Government confirm where the performing company name is to be entered. | A text field has been added to Attachment 0003, Line 2 to enter the Contractor's Name. |
| 30 | Attachment 0003, p. 2, Maintenance block; p. 5, Supply block; p. 8, Transportation block | The functional area instruction blocks in Attachment 0003 state that previous experience must include performance of at least two distinct functions of Army maintenance, Army supply, and Army transportation support simultaneously. Request the Government confirm whether this requires the cited contract to have been performed for a United States Army customer, or whether the term describes the type of functions performed and permits experience gained in support of other Department of Defense components performing equivalent functions. | Offerors can provide other Department of Defense component relevant experience that most follow the requirement of the RFP and examples of task performed be provided in block 11 of Att0003. |
| 31 | Attachment 0003, p. 8, Transportation block; Attachment 0001 (PWS), p. 22, para 2.3.9 | The Transportation instruction block in Attachment 0003 states "Use Army LIS to track and manage transportation operations." Several of the systems listed at PWS paragraph 2.3.9, including the Defense Personal Property System, are Department of Defense wide systems of record rather than Army unique systems. Request the Government confirm whether experience operating a Department of Defense wide system of record that performs the stated transportation function satisfies this element. | Offerors must show level of experience with Department of Defense LIS that are utilized by the ARMY to perform requirements as outlined in the RFP EAGLE PWS. |
| 32 | Attachment 0003, p. 5, Supply block | The Supply instruction block in Attachment 0003 states that the experience submission must include operation of a supply Logistics Information System. Request the Government confirm whether operation of an accountable property system of record used for supply and property accountability transactions satisfies this element, or whether a specific class of supply system is required. | Offerors must show level of experience with Department of Defense LIS that are utilized by the ARMY to perform requirements as outlined in the RFP EAGLE PWS. |
| 33 | Attachment 0003, reference pages, Lines 3, 8, 9 and 10 | Several response fields in Attachment 0003 are formatted with a fixed 12 point font in field boxes that will not display a complete entry for a typical contract number and program title, customer name and address, or point of contact block. Request the Government confirm whether offerors may adjust the font size of the form's fields so that entries display in full, provided that no field name, layout or other structure of the Government provided form is altered. | Attachment 0003 has been revied to 10 point font and allows text to wrap to a multiple lines. |
| 34 | Section M, p. 33, paras M.2.4(b) and M.2.4(c); Attachment 0001 (PWS), p. 7, para 1.6.3; Exhibit A | M.2.4(b) and M.2.4(c) require the offeror to address sensitive items "including controlled cryptographic items (CIIC 9), weapons, and night vision devices (CIIC 7)". In Exhibit A the night vision and thermal optic line items are assigned CIIC 4, while CIIC 7 is assigned to mounts, bore sights and radiac sets. PWS paragraph 1.6.3 separately defines the sensitive item set as CIIC 1 through 6, 8, 9, P, O, R, S and Y, which does not include CIIC 7. Request the Government confirm which controlled inventory item codes the offeror is to address. | Offerors should address those items that are listed according to the PWS and Density provided. |
| 35 | Section M, p. 33, paras M.2.4(b) and M.2.4(c); Exhibit A, Equipment Density List | M.2.4(b) and M.2.4(c) require the Representative Support Element to detail an approach specifically associated with the sample Equipment Density Listing provided at Exhibit A, while Exhibit A states that all data contained in it is for proposal purposes only and is not to be construed as a bona fide requirement. Request the Government confirm that offerors are to describe their approach against the Exhibit A density as presented, and that no additional or site specific density data will be issued at the BOA level. | Offerors should provide their approach to Exhibit A. |
| 36 | Attachment 0001 (PWS), p. 7, para 1.7.1; p. 24, para 3.8 | PWS paragraphs 1.7.1 and 3.8 require the contractor to achieve ISO 9001 compliance, and an ISO 9001:2015 compliant or certified corporate management structure, within 180 days of the notice to proceed. Request the Government confirm that ISO 9001:2015 certification is not required at the time of BOA proposal submission or BOA execution. | No, Offerors are required to have certification within 180 days of Notice to Proceed (NTP). |
| 37 | Attachment 0001 (PWS), p. 7, para 1.6.3; p. 10, para 1.12.6 | PWS paragraph 1.6.3 provides that the contractor will not accept into its custody arms, ammunition and explosives or controlled cryptographic items unless Government provided facilities meet AR 190-11 and local security requirements. Request the Government confirm that provision of storage facilities meeting those standards is a Government responsibility at each task order location, and that an offeror should assume compliant facilities will be furnished. | Offerors will be provided Government furnished facilities at Government locations at Step Three. |
| 38 | C.2, (2), c.i, page 9 of 34 | The Government states, "Note: In accordance with 13 CFR 121.103, a JV of two (2) or more business concerns may submit an offer as a small business without regard to affiliation so long as each concern is small under the size standard for NAICS 561210. In order for this affiliation exception to apply, however, the following conditions must be met: there must be a written JV agreement, the JV must do business under its own name and be identified in the System for Award Management (SAM), and the JV must not have been awarded more than three (3) contracts within a two-year period from the date of award of the first contract (i.e. as of the date that it submits an initial offer that leads to the award of a contract, the JV must not have been awarded any more than two (2) contracts in the previous two (2) years)." If the offeror is in a mentor-protege JV, and one of the entities is a large business, does this mean that we are not eligible to bid on this opportunity? | If one company in the JV is a LB, they are not a similarly situated entity and would not qualify to propose on a small business set aside. |
| 39 | 3. Step Three Task Order Requests, page 8 of 34 | The Government states, "f) Offerors will certify business size standards at the Task Order level." Does this mean that the offeror must recertify its size standard for each task order? If we grow after contract award, will we be ineligible to bid if we exceed the $47 million size standard? | Each Step Three Task Order Request is separate/stand-alone. Offerors self-certify in SAM and should also refer to FAR 52.219-28 |
| 40 | General | Is there a certain number or frequency of task orders that the awardee must bid on after award? | No |

L.3.2 states that the proposal submittal method is the electronic response via document upload method, and L.3.3 refers to entering a description for every file uploaded, using a Large Upload (JAVA) button for files over 10 MB, and a combined 100 MB upload limit. Please confirm that e-mail and DoD SAFE are the only accepted submission methods and that the language at L.3.2 and L.3.3 does not require use of a separate upload portal. If a portal is required, please identify it. | Offerors are to submit proposals IAW RFP Section L.3.1. |
