About this opportunity
The 42d Contracting Squadron at Maxwell Air Force Base, Alabama, is seeking sources for contractor-managed purchase agent and payment administration services supporting Air Force Junior Reserve Officers' Training Corps (AFJROTC) accoutrement purchases, with responses due by September 8, 2026.
This is a sources-sought notice; the Government does not intend to award based on responses but will use feedback to determine acquisition strategy. Place of performance is Maxwell Air Force Base, Alabama. Work involves reviewing AFJROTC instructor submissions through the Web-Based Information and Notification Guidance System (WINGS), verifying compliance against an Authorized AFJROTC Accoutrement Item List, arranging vendor payment within five business days, and documenting transactions. The Contractor must maintain a minimum purchasing capability of $250,000 and support multiple payment methods (credit card, electronic payment, ACH, check, online vendor systems) without requiring instructors to advance funds.
Key constraints: the Contractor may not select vendors, determine unit requirements, interpret AFJROTC uniform policy, or purchase unauthorized items. All submissions must be reviewed for completeness and compliance; deficient requests must be returned with explanations. A Quality Control Plan addressing request review, authorized-item verification, payment verification, WINGS documentation, and monthly reporting is required within 10 calendar days of award. Monthly Status Reports are due by the fifth workday following month-end.
The anticipated period of performance consists of one base period and four one-year option periods. Respondents should provide company information, NAICS code 541611 classification, CAGE Code, UEI, and up to two references from contracts performed in the last three years with contract value, period of performance, and contact information. Responses must be submitted via email to Contract Specialist A1C Matthew Diaz (matthew.diaz.15@us.af.mil, 334-953-4745) or Contracting Officer Ms. Tatyana M. Webb (tatyana.webb@us.af.mil, 334-953-3538).
