The Centers for Disease Control and Prevention (CDC) is seeking to award one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts for the procurement of standard commercial adult influenza vaccines for individuals aged 19 years and older. The purpose of these contracts is to utilize Section 317 vaccine purchase funds to obtain vaccines at prices below commercial marketplace rates, supporting state and local health departments in vaccinating populations at greatest risk for under-vaccination. Offerors must be FDA-licensed manufacturers of pediatric vaccines who can provide vaccines with shelf life expiry no earlier than June 30, 2027, and comply with Current Good Manufacturing Practice Regulations. Evaluation factors include technical compliance meeting FDA licensing and shelf-life requirements, pricing aligned with Provisional Federal Ceiling Price, and past performance capabilities. Proposals are due by 1:00 PM EST on August 28, 2025, with contract performance running from the date of award through February 28, 2027.
This solicitation does not utilize any set-aside designations and is open to all qualified manufacturers, with no incumbent contractors identified in the documentation. The contract structure allows for a maximum of 6 million doses with a minimum order size of 100 doses per delivery, including a federal excise tax of $0.75 per dose. Vaccine delivery is anticipated for Fall 2026 to support the fifty state health departments, large city programs, and current and former U.S. Territories participating in the Section 317 immunization program. The vaccines will be delivered to CDC distribution locations in Olive Branch, Mississippi, and Clermont, Kentucky. The CDC has established small business subcontracting goals including 12.17% for small businesses, 9.5% for small disadvantaged businesses, and smaller percentages for HUBZone, women-owned, and service-disabled veteran-owned small businesses. Awardees may also have the option to purchase additional vaccine quantities using state and local funds beyond the federal contract requirements.

The Centers for Disease Control and Prevention (CDC) is seeking to award one or more Indefinite
Delivery/Indefinite Quantity (ID/IQ) contracts for the purchase of standard commercial adult vaccines. The
establishment of these contracts provides opportunity to utilize Section 317 vaccine purchase funds to obtain
vaccines at prices below those available in the commercial marketplace. These funds provide vaccines for state and
local health departments to use in populations at greatest risk for under vaccination and disease. The 317 program
as established under Section 317(j) of the Public Health Service Act, works to ensure that adults receive appropriate
immunization by partnering with healthcare providers in the public and private sectors. The program helps assure
the implementation of effective immunization practices and proper use of vaccines to achieve higher immunization
coverage. The vaccines awarded under these contracts will be purchased for the National Center for Immunization
and Respiratory Disease’s (NCIRD’s) immunization awardees (the fifty state health departments, several large city
programs, and current and former U.S. Territories) to support adult immunization programs as provided under
Section 317(j) of the Public Health Service Act. In addition, awardees may opt to purchase additional quantities of
vaccine for adults under any resulting contract using state and local funds.
