About this opportunity
The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services, is soliciting proposals for Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts to procure pediatric COVID-19 vaccines for the Vaccine for Children (VFC) program, which serves eligible children aged 18 and younger including those who are Medicaid-eligible, uninsured, American Indian/Alaska Native, or insured children receiving care at federally-qualified health centers or rural health clinics. Eligible offerors must be manufacturers of pediatric vaccines as defined under 42 U.S.C. § 1396s and must meet critical requirements including FDA product licensure, minimum 12-month shelf life upon delivery, capability to interface with the CDC's Vaccine Tracking System (VTrckS), and compliance with cold chain packaging requirements. Evaluation will be based on technical compliance with Federal Excise Tax provisions and shelf-life requirements, price proposals (which must include the $0.75 per dose Federal Excise Tax), and past performance for similar vaccine supply contracts. Non-small business offerors must submit acceptable subcontracting plans targeting 9.37% small business, 2.17% small disadvantaged business, 0.70% HUBZone, 1.44% women-owned small business, and 2.33% service-disabled veteran-owned small business participation. Proposals are due electronically by March 17, 2026 at 1:00 PM EST, with questions due by March 10, 2026, and the contract period runs from June 1, 2026 through May 31, 2027.
No set-aside designations have been applied to this unrestricted acquisition. The combined maximum contract value across all awards is $1,648,962,000, with a minimum order size of 100 doses and maximum of 15 million doses per contract line item per order. Vaccines must be delivered within 15 working days of order receipt to CDC centralized distribution locations in Olive Branch, Mississippi and Clermont, Kentucky for refrigerated and frozen vaccines, or as otherwise directed for ultra-cold vaccines, with performance of the contract centered in Chamblee, Georgia. The contract encompasses procurement for the 2026-2027 vaccine season with the government also requiring the ability to purchase vaccines for the 2025-2026 season before 2026-2027 vaccines become available. Delivery orders will be placed through the CDC's Vaccine Tracking System, and contractors must designate the CDC as an Authorized Distributor of Record under the Prescription Drug Marketing Act, maintain electronic data interchange capability, and comply with monthly biological surveillance data reporting requirements.
Notice text
The Centers for Disease Control and Prevention (CDC) awards one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts to the manufacturers of pediatric vaccines for the purchase of standard commercial pediatric vaccines.
Vaccines are one of the most cost-effective ways to prevent disease and reduce healthcare costs. The Vaccine for Children (VFC) program, established pursuant to Section 13631 of the Omnibus Budget Reconciliation Act of 1993 (OBRA ’93), guarantees federal support for the purchase and supply of sufficient quantities of vaccine to the States to cover a defined group of children. The program helps assure the implementation of effective immunization practices and proper use of vaccines to achieve higher immunization coverage. Children (18 years-of-age or younger) who qualify for immunization through the VFC purchase program include those who are (1) Medicaid-eligible, (2) without health insurance, (3) American Indian/Alaska native (as defined in Subsection (h)(3) of the OBRA ’93), or (4) children with health insurance, which does not cover the cost of vaccines, if they receive their immunizations at a Federally-qualified health center or rural health clinic (as defined by the Social Security Act). Health care providers who agree to certain requirements are eligible through the States to receive free vaccine through this VFC purchase program.
The establishment of these contracts provides an opportunity to utilize VFC funds and Section 317 vaccine purchase funds to obtain vaccines at prices below those available in the commercial market place. In addition, awardees may opt to purchase additional quantities of vaccine under any resulting contract to provide immunizations for children who are not federally vaccine-eligible children using state and local funds.
While the primary intention for the contracts is to procure vaccines for the 2026-2027 season, the government also has a requirement to be able to purchase vaccines for the 2025-2026 season, before vaccine becomes available for the 2026-2027 season.
Offerors for this requirement must be manufacturers of pediatric vaccines in accordance with 42 U.S.C. § 1396s. The term "manufacturer" means any corporation, organization, or institution, whether public or private (including Federal, State, and local departments, agencies, and instrumentalities), which manufactures, imports, processes, or distributes under its label any pediatric vaccine. The term "manufacture" means to manufacture, import, process, or distribute a vaccine.
