About this opportunity

The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services, is soliciting proposals for one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts to procure FDA-approved COVID-19 vaccines for adults aged 19 and older. The primary objective is to support the Section 317 immunization program, which distributes vaccines to state and local health departments, including all fifty state health departments, several large city programs, and U.S. Territories serving populations at greatest risk for under-vaccination. Offerors must submit firm-fixed pricing proposals that comply with Federal Excise Tax requirements ($0.75 per dose) and do not exceed the manufacturer's Federal Ceiling Price established by the Department of Veterans Affairs. Vaccines must have a minimum 12-month shelf life upon delivery and be manufactured under current FDA establishment and product licenses in compliance with Current Good Manufacturing Practice Regulations. Non-small business offerors must submit acceptable subcontracting plans with specific targets including 9.37% small business participation, 2.17% small disadvantaged business, 0.70% HUBZone, 1.44% women-owned small business, and 2.33% service-disabled veteran-owned small business. Proposals are due by March 17, 2026, at 1:00 PM EST via email to the specified contracting officers, with the point of contact being Jariya Taylor at 770-488-5452.

This solicitation has no set-aside designation and represents an unrestricted acquisition with a combined maximum contract value of $892,363,500 across all awards. The contract covers vaccine procurement for both the 2026-2027 season (primary focus) and the 2025-2026 season, with a minimum order size of 100 doses per delivery order and a maximum of 10 million doses per vaccine offering. The contract period runs from award through 12 months thereafter, with deliveries required within 15 working days of order placement through the Vaccine Tracking System (VTrckS). Delivery must be made F.O.B. destination to CDC centralized distribution locations in Olive Branch, Mississippi and Clermont, Kentucky, as well as to five CDC Occupational Health Clinic locations as directed. The place of performance is listed as Chamblee, Georgia, though all contract activities are coordinated through the CDC's Office of Acquisition Services in Atlanta, Georgia. Additionally, all manufacturers must execute an Authorized Distributor of Record (ADR) Agreement with the CDC under the Prescription Drug Marketing Act of 1988 to establish the ongoing distribution relationship.

Notice text

The Centers for Disease Control and Prevention (CDC) awards one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts for the purchase of standard commercial adult vaccines.

Vaccines are one of the most cost-effective ways to prevent disease and reduce healthcare costs. The establishment of these contracts provides opportunity to utilize Section 317 vaccine purchase funds to obtain vaccines at prices below those available in the commercial marketplace. These funds provide vaccines for state and local health departments to use in populations at greatest risk for under vaccination and disease.  The 317 program, as established under Section 317(j) of the Public Health Service Act, works to ensure that adults receive appropriate immunization by partnering with healthcare providers in the public and private sectors.  The program helps assure the implementation of effective immunization practices and proper use of vaccines to achieve higher immunization coverage.  The vaccines awarded under these contracts will be purchased for the National Center for Immunization and Respiratory Disease’s (NCIRD’s) immunization awardees (the fifty state health departments, several large city programs, and current and former U.S. Territories) to support adult immunization programs as provided under Section 317(j) of the Public Health Service Act.  In addition, awardees may opt to purchase additional quantities of vaccine for adults under any resulting contract using state and local funds.

While the primary intention for the contracts is to procure vaccines for the 2026-2027 season, the government also has a requirement to be able to purchase vaccines for the 2025-2026 season, before vaccine becomes available for the 2026-2027 season.
