About this opportunity
The Naval Air Systems Command (NAVAIR) has issued the FY25/26 Naval Aviation North Stars Enterprise-Wide Broad Agency Announcement (BAA) N00019-25-S-0001, seeking white papers for research and development projects focused on advancing integrated warfighting capabilities across Naval Aviation Mission Areas. The solicitation targets innovative solutions in areas including cyber-resilient secure communications, multi-domain awareness, contested logistics, digital transformation, unmanned carrier aviation, maritime intelligence, strike fighter integration, long-range fires, counter-command and control, anti-submarine warfare, and force mobility. Eligible proposers include academic institutions, businesses, non-profits, and other organizations, with particular encouragement for Historically Black Colleges and Universities (HBCUs) and Minority Institutions to participate. The BAA operates on a rolling basis with a two-phase submission process, where initial white papers are evaluated for their potential to demonstrate interoperable and cyber-resilient performance through Live-Virtual-Constructive test and evaluation activities. White papers may be submitted continuously until September 4, 2026, representing a one-year solicitation period that began on September 4, 2025.
This solicitation does not utilize any set-aside designations and is open to both traditional and non-traditional defense contractors. No specific incumbent contractors or current service providers are identified in the announcement materials. While exact award values are not specified, the BAA indicates that successful projects should demonstrate prototype solutions within 6-18 months, with awards potentially taking the form of either FAR procurement contracts or Non-FAR Other Transactions Agreements using Firm Fixed Price milestones as the preferred structure. The primary place of performance is listed as Patuxent River, Maryland, though the enterprise-wide nature of the solicitation suggests potential for distributed performance locations. This BAA represents a follow-on to the previous solicitation N00019-24-S-0001, incorporating additional flexibility, increased areas of interest, and lessons learned from prior implementation. The ultimate objective is to identify prototype solutions that can potentially culminate in Naval Experiments or Joint Force Exercises.
