The contract requires a business-grade internet service with 1 Gbps upload and download speeds, 10 public-facing dedicated IP addresses, and a minimum 98% uptime to serve 48,000+ users across the USA and overseas. This sources sought synopsis is a market research effort to gather information from potential vendors about their capabilities to meet these technical requirements. Responses are due by 12:00 P.M. Central Standard Time on March 25, 2025, and must be submitted via email to contract specialists SrA Lance Redolosa, AIC Alexia Lassin, and Contracting Officer Mr. Jeremy Kersey. Respondents are advised that this is not a formal solicitation and that they will not be reimbursed for response costs.
The procurement is designated as a Total Small Business set-aside under NAICS code 517111, which has a size standard of 1,500 employees. The initial contract period is planned for a base year from May 2025 to May 2026, with two potential one-year extension options through May 2028. The service will primarily support users outside the .mil environment, with 95% of the 48,000+ users being non-DoD personnel. The Holm Center requires the contractor to furnish all necessary equipment, including delivery, assembly, disassembly, and training. While no specific award value was mentioned, the comprehensive technical requirements suggest a significant telecommunications infrastructure investment. The government intends to use the gathered information to develop an appropriate acquisition strategy and potentially incorporate response details into a future solicitation.
