1. DESCRIPTION OF REQUIREMENT
The Holm Center for Officer & Citizen Development Support Directorate develops and manages a custom application called Web Intensive New Gain System (WINGS). WINGS requires a Commercial Internet Service Provider (CISP) to support the Holm Center mission and provide access for 48,000+ users throughout the USA and overseas. 95% of this customer base are outside the .mil environment and are not DoD employees. The Holm Center requires a business CISP with 1 Gbps upload and download speed, 10 public facing dedicated IP addresses, and a minimum 98% uptime.
FAR 2.101 defines a commercial service “Service of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions” Internet Services are sold competitively on the commercial marketplace in substantial quantities and therefore meet the definition of a commercial services under FAR 2.101.

Base Year 1 May 2025 – 30 May 2026 First Option Year 1 May 2026 – 30 May 2027 Second Option Year 1 May 2027 – 30 May 2028
2. PURPOSE
The WINGS commercial circuit is currently deployed to provide Web Intensive New Gains System (WINGS) a commercial presence in the public sector to provide civilian population a source to initiate interaction with Air Force personnel (Home Center HQ staff, OTS, WOTS, ROTC, JROTC, and other Air Force organizations) that have an interest in experiencing the Air Force culture with the goal of possible becoming Air Force Officers. WINGS requires a flexible connection to the internet due to the ebb and flow of the tempo of OTS/WOTS student course, ROTC continues college/university semester loads, and the JROTC flow of High School years.
