About this opportunity
The US Air Force Academy (USAFA), specifically the 10th Contracting Squadron located at the Air Force Academy in Colorado, has issued a Special Notice for a sole source commercial contract with Stable Laser Systems Inc. The notice concerns the procurement of an ultrastable laser optical cavity with highly specific technical requirements. The contract opportunity is designated as a Total Small Business set-aside and was posted on April 3, 2025, with a response deadline of April 11, 2025. Market research has determined that Stable Laser Systems Inc is the only known responsible source capable of fulfilling all aspects of this technical requirement. The acquisition is being pursued under the authority of 10 USC 2304(c)(1), which allows for sole source procurement when only one responsible source exists.
The primary objective of this Special Notice is to acquire an ultrastable laser optical cavity with precise specifications, including a wavelength range of 750-1050 nm, a finesse of at least 5000, and extremely tight temperature stability of within 0.01 C. Eligible contractors are limited to small businesses, with Stable Laser Systems Inc being the identified sole source. Contractors interested in responding must submit all supporting information at no cost or obligation to the government, with oral communications expressly prohibited. Key requirements for the optical cavity include anti-reflection coated mirrors, mounting on a Zerodur block, an ion-pumped vacuum chamber, and a PID temperature controller. The government will consider all responses received by the closing date, though this is not a competitive quote solicitation. Potential respondents with concerns about the acquisition can contact the contracting officer, Ms. Susan D. Ulma, or utilize the appointed ombudsman, James Anderson, for issue resolution.
Notice text
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopses of Proposed Contract Actions. The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840.
The US Air Force Academy (USAFA) intends to award a sole source commercial contract to Stable Laser System Inc, a small business, for an ultrastable laser optical cavity.
Description of Services:
The ultrastable laser optical cavity must produce an optical cavity with the stability of less than 13 kHz absolute frequency drift per day.
In addition, the ultrastable optical cavity should meet the minimum standards:
• Wavelength range 750 - 1050 nm, or a range that includes this range
• Finesse of optical cavity of at least 5000, up to 20000
• Mirror pair anti-reflection coated on outside
• Mirrors mounted on a Zerodur block
• Ion pumped vacuum chamber and vacuum fittings and valve to contain optical cavity
• Ion pump controller
• Windows of vacuum chamber anti-reflection coated
• PID temperature controller to actively temperature stabilize optical cavity to within 0.01 °C
• Optical cavity measured to find optimum temperature for minimum thermal expansion
• Insulated housing for vacuum chamber for optical cavity
The market research results indicate that Stable Laser Systems Inc is the only known responsible source capable of fulfilling all aspects of this requirement.
The identified sole source is:
Stable Laser Systems Inc
4946 63rd Street Ste B
