About this opportunity
The Department of the Air Force Air Education and Training Command, through the 42nd Communications and Engineering Flight at Maxwell/Gunter Annex AFB, is seeking to upgrade their existing Monaco D-21 Server system to Windows 11 operating system. The D-21 monitoring system provides critical fire alarm monitoring and detection capabilities for all buildings on Maxwell/Gunter and Vigilant Warrior facilities. The upgrade must include new server and client hardware, software upgrades to D-21 Alarm Reporting Software version 2, and preventative maintenance services while avoiding the need to repurchase existing D-21 software licensing to maintain DoD compliance standards. This sources sought notice is classified under NAICS code 334290 (Other Communications Equipment Manufacturing) with a size standard of 800 employees, and interested vendors must provide company information, capabilities, and up to two references from similar contracts performed within the last three years. Responses to this market research are due by 12:00 PM Central Standard Time on August 29, 2025, and must be submitted via email to the designated contracting personnel.
This procurement does not include any set-aside designation and is open to all qualified contractors. Monaco Enterprises appears to be the current system provider, as they are referenced as handling the technical implementation and system optimization in the statement of requirements. The scope of work involves technology upgrades at two specific locations: the Emergency Communications Center in Building 929 and the Alternate Emergency Communications Center in Building 834, requiring new rack mount and tower server/client CPUs at both sites. The contract will include a one-year limited warranty, operator and administrator training, and preventative maintenance inspection services to be performed approximately six months after the initial system upgrade. The government emphasizes this is an information-gathering exercise to develop an appropriate acquisition strategy, with Microsoft's end of support for Windows 10 scheduled for October 14, 2025, driving the urgency of this technology refresh requirement.
