About this file
This Statement of Requirements details a technology upgrade project for the 42nd Civil Engineer Squadron (42 CES/CEF) at Maxwell Air Force Base, Alabama. The primary objective is to upgrade the Monaco D-21 system to Windows 11, addressing Microsoft's end of support for Windows 10 by October 14, 2025, and complying with Department of Defense mandates. The scope includes replacing existing server and client CPUs with new Windows 11 RMF-ready equipment, upgrading the D-21 Alarm Reporting Software to version 2 (V2), and providing Preventative Maintenance and Inspection (PMI) services.
Key deliverables involve technology upgrades at two locations (ECC Bldg. 929 and Alt ECC Bldg. 834), which include installing new rack mount and tower server/client CPUs, configuring them with the existing D-21 database, transferring software licenses, and upgrading to D-21 V2 software. The proposal includes a one-year limited warranty, operator and administrator training, and a PMI service approximately six months after the initial upgrade. The base is responsible for site access, power provisions, and preparing for the installation, while Monaco Enterprises will handle the technical implementation and system optimization.

Statement of Requirements [Monaco Server Refresh, 42 CES/CEF]
1.0 PURPOSE.
October 14, 2025, Microsoft™ will be ending technical support and security updates for windows™ 10, as this product has reached its End-of-life (EOL) stage. additionally, the DOD has mandated that all systems be migrated to the windows™ 11 operating system. As Microsoft™ and the DOD no longer support the windows™ 10 operating system, it is no longer possible for Monaco to provide viable software and hardware updates, upgrades, or repairs for installed Monaco d-21 systems that run on windows™ 10 or earlier operating systems.
2.0 DESCRIPTION OF ITEMS. The following items are required for performance under this contract:
D-21 Windows 11 Technology Upgrade
Recommended that important system components be regularly updated. In order to ensure minimal down time and avoid failures caused by aging equipment the proposal includes a technology upgrade for existing D-21 CPU equipment. In addition, the latest technology and software updates ensure the D-21 system runs at optimal performance levels allowing base dispatchers to take full advantage of the system’s feature set. This is a new Windows 11 Monaco Enterprises CPU which includes current Windows 11 RMF ready software.
D-21 V2 Technology Upgrade
Recommend that the D-21 Alarm Reporting Software be upgraded to D-21 V2. D-21 V2 improves both reliability and security of the D-21 Alarm Reporting Software.
D-21 V2 brings several enhancements to the reliability of the D-21 Software to include:
A more robust database engine will significantly reduce, if not eliminate, database corruption. This will eliminate a host of potential corruption issues that can occur and increase the reliability of database writes, along with significant query speed increases Continuous system up-time - During nightly database backups and periodic database archives the D21 Server has neither to shut down all of the RIDs nor disconnect from the database, resulting in continuous system up-time
Automatic database archiving - It is now possible to automatically archive the D21 database on a schedule rather than having to rely on remembering or reminders for database cleanup
Encrypted Radio Support o Ability to configure the RID7000 to support the RFM-X in encrypted mode o Supports shared frequency for legacy and encrypted radios
Preventative Maintenance and Inspection (PMI) Preventative maintenance on your D-21 system hardware and software can extend the life of your devices and reduce possible downtime. Sensitive electrical components are easily damaged from excessive heat and moisture; regular maintenance can reduce the chances that these irritants may cause a total system failure. Preventative maintenance saves the owner time and money along with safeguarding sensitive data and increasing system performance.
To ensure that your Monaco systems operate at their peak performance, routine maintenance is required. Recommends onsite annual, semi-annual, or quarterly PMI service for the D-21 systems included in this proposal that go beyond what the owner is typically capable of performing.
Monaco’s PMI program has proven to extend the life of equipment while providing improved system performance.
The PMI includes service for the entire D-21 central equipment including all Monaco rack mount and tower computer equipment, GPIO controllers, Digital Voice Recorder, etc.
Associated costs for necessary hardware/software repairs discovered during a PMI visit that are not covered under an active Monaco warranty will be the responsibility of the base. These repairs can be completed during the PMI if reasonable or if the contract is revised to include the cost of parts and additional time on site.
