About this opportunity

The U.S. Embassy in Cotonou, Benin, is seeking a contractor to provide French and local language training services for U.S. officers and their eligible family members. The Department of State is soliciting proposals for approximately 50 language instruction sessions per month, each lasting one hour, to be conducted between Monday and Friday during business hours. The training must focus on Embassy-related activities, daily life, and topics such as politics, economics, and general services, with instructors developing curricula that enhance speaking, listening, and reading skills based on proficiency standards from the Foreign Service Institute and Defense Language Institute. The evaluation criteria prioritize the lowest-priced, acceptable proposal, with the government intending to award the contract without further discussions. Key dates include a pre-quotation conference on May 8, 2025, at the U.S. Embassy Cotonou, with quotation submissions due by May 15, 2025, at 5:00 pm local time.

The solicitation is designated as a Local Area Set-Aside, with the contract period spanning from July 1, 2025, through June 30, 2026, and potential for four additional one-year option periods contingent on fund availability. Contractors must be registered in the System for Award Management (SAM) database prior to submitting their proposal, with failure to do so potentially rendering the offer non-responsible. The place of performance is Cotonou, Benin, and proposals must be submitted electronically to cotonougsobids@state.gov with specific formatting requirements, including file size limitations of 30MB per submission. Prospective offerors are required to complete and submit multiple documents, including SF-1449, Section I Pricing, Section 5 Representations and Certifications, and provide proof of SAM registration. While specific award values are not detailed, the solicitation emphasizes the need for customized, high-quality language instruction tailored to the diplomatic community's needs.
