About this opportunity
The U.S. Embassy Cotonou is seeking quotations for School Shuttle Monitor Services to provide bus escort services for dependents of U.S. Government employees traveling to and from Quality Schools International Benin (QSI). The contract covers a base period of 12 months with two optional 12-month extension periods, requiring monitors to ensure student safety, complete daily logs, manage student behavior, and follow specific drop-off and pick-up procedures during approximately 180 school days per year. Offerors must be registered in the System for Award Management (SAM) and have an established business in Benin to qualify for consideration. The U.S. Government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, with evaluation based on a firm-fixed-price arrangement. A pre-quotation conference is scheduled for June 24, 2025, at 10:00 local time at the U.S. Embassy, and quotations must be submitted electronically by June 30, 2025, at 10:00 local time to CotonouGSOBids@state.gov.
This opportunity is designated as a Local Area Set-Aside, restricting competition to qualifying local businesses in the Cotonou, Benin area. The services will transport up to 16 students during the school year, with monitors responsible for maintaining safety and order throughout the transportation process. The contract will be performed in Cotonou, Benin, specifically serving the educational needs of U.S. Embassy personnel families. While no specific contract value is mentioned in the solicitation, the procurement follows standard federal acquisition procedures with potential for multiple awards and task orders. The contract structure allows for a three-year maximum performance period when including the optional extension years, providing continuity for the Embassy's educational transportation requirements.
