About this opportunity

The U.S. Army Corps of Engineers, Detroit District is soliciting bids for the FY25 Muskegon Harbor North Revetment Repairs project, which involves comprehensive infrastructure restoration at the Muskegon Harbor site. The project requires removal and replacement of a reinforced concrete walkway, excavation, engineered fill, geotextile reinforcement, and subgrade preparation to address structural integrity issues. Key contract requirements include removing and replacing railing posts, eliminating woody vegetation, replenishing riprap, and backfilling sinkholes to prevent material loss underneath the concrete walkway. The procurement will be conducted as a firm-fixed-price contract awarded to the lowest priced, responsive, and responsible bidder. Proposals are due by November 19, 2024, with the contract specifying a performance window of 10 calendar days from the notice to proceed and a projected completion date of October 24, 2025 (or August 31, 2026 if options are exercised).

The solicitation is designated as a 100% small business set-aside under NAICS category 237990 (Other Heavy and Civil Engineering Construction), with an estimated contract magnitude between $1,000,000 and $5,000,000. The project documents reveal multiple potential contractors, including Wallace Contracting Inc., Nordic Contracting Company, Construction Company 246, and Miller Services Solutions LLC, with bid abstracts indicating total contract values ranging from approximately $3.2 million for the base bid to potentially $9.7 million when including all options. The place of performance is located in North Muskegon, Michigan (49445), with work to be executed according to detailed specifications provided in the solicitation documents. The project involves precise engineering interventions, including concrete walkway replacement, geotextile installation, graded stone placement, and pipe railing repairs. An amendment to the solicitation was issued on November 8, 2024, updating the Davis-Bacon Wage Determination Number to ensure current labor standards compliance.
