About this opportunity

The Department of the Air Force United States Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICA) has issued a second Request for Information (RFI) for the FY25 Multiple Award Construction Contract (MACC) at Moron Air Base. This special notice is specifically focused on the Commercial and Institutional Building Construction sector (NAICS 236220) and is intended to gather market research and industry feedback. The RFI is not a formal solicitation, but rather a preliminary information-gathering effort to enhance the future acquisition strategy. The opportunity was posted on March 21, 2025, with responses due by April 4, 2025. The Air Force emphasizes that this RFI is for planning purposes only and will not reimburse vendors for any submission-related costs.

The primary objective of this RFI is to inform interested vendors about the intended Highest Technically Rated Offeror (HTRO) Source Selection approach and to collect recommendations for improving draft MACC solicitation documents. Contractors are invited to provide feedback on documents including General Conditions, Section L, Section M, and the HTRO Self-Scoring matrix. To participate, interested vendors must email both specified points of contact: Ms. Elia Portz and TSgt Terrel Cloud by the close of business on April 4, 2025. The government plans to share responses and provide feedback during a future virtual Industry Day, which will be announced at a later date. No specific set-aside has been designated for this opportunity, making it open to all qualified contractors. The Air Force intends to release a Draft Request for Proposal (RFP) during or before the summer of 2025, with this RFI serving as a critical preparatory step in the acquisition process.
