About this opportunity
The Department of the Air Force Pacific Air Forces, specifically the 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), is seeking packing and crating services for Department of Defense personnel property shipments through a Direct Procurement Method (DPM). The solicitation seeks to award one or more firm-fixed price Requirements type contracts divided into three service schedules: Outbound, Inbound, and Intra-city moves across five geographic areas in Alaska. Contractors must provide all necessary personnel, equipment, facilities, supplies, and materials to prepare DoD personnel property for shipment, drayage, and storage. Quotes are due by 12:01 PM Alaska Daylight Time on March 12, 2025, with a 60-day validity period, and must be submitted via email. Questions from potential offerors must be submitted by March 6, 2025, to TSgt Charles Ramsey and Jason Topick, with responses expected to be posted as solicitation amendments.
The contract is a 100% small business set-aside under NAICS code 488991 with a size standard of $34.0M, covering a base period from March 31, 2025, to December 31, 2025, with two potential option years through 2027. The geographical coverage spans from within 50 miles of JBER Hospital in Anchorage to a 125-mile radius from North Pole Post Office, encompassing Areas I through V with varying distance ranges. While specific budget details are not explicitly stated, the government notes this requirement may eventually be absorbed by the USTRANSCOM Global Household Goods Contract (GHC), which could impact future contract options. The solicitation indicates multiple awards may be made based on vendors' guaranteed daily capabilities and total evaluated price for each schedule area. Contractors must comply with Service Contract Act wage determinations and maintain required insurance coverage, with performance standards focusing on proper packing, on-time pickup/delivery, and accurate documentation.
